Minutes:

John Lee, Rights of Way Officer at Nottingham City Council introduced a request for authorisation to stop up an area of footway (pavement) at Poulton Drive, Sneinton.

 

RESOLVED to authorise the making of an application to the Magistrates Court pursuant to section 116 of the Highways Act 1980 to stop up the area of footway shown at Appendix 1 and 2 of the report.

Eddie Curry, Head of Parks and Open Spaces and Alex Brown, Community Sport and Physical Activity Officer introduced the ParkLives Healthy Lifestyle Activity Programme 2016.

 

The following points were highlighted:

 

(a)  Nottingham was one of 10 authorities successful in securing funding from Coca Cola;

 

(b)  there are lots of Friends and Parks groups around the city that need to be engaged with;

 

(c)  over 4000 people went to last year’s ParkLives event in Colwick;

 

(d)  there will be opportunities to engage local people, get them involved in events as well as providing some training;

 

(e)  King Edward’s Park has capacity to host more sports.  One option to explore would be to put a container on the park to store sports equipment;

 

(f)  funding for projects can take a while to mature depending on the complexities of different sites.  Installing football pitches on Colwick Park is difficult, especially if it involves building clubhouses due to low lying nature of the land;

 

(g)  several parks now have bike stations for parking.  There is more work to be done on this however;

 

(h)  to get people into parks they must be well maintained and have facilities that people can use.  This would include refreshment stalls.  The main aim of the scheme is to get people to participate in low level activity;

 

Residents expressed an interest in seeing an update to this item in a year’s time to see how the scheme had progressed in the East Area.  Cllr Trimble (attending to provide information on this item) stressed that as officers wouldn’t be involved with every group set up as part of this initiative, it could be difficult to measure overall success.  However, bringing an update back to Committee is a possibility in the future.

 

The Chair and fellow Members expressed thanks to Peter Wright from King Edward’s Park, Rob Johnson from Forty Two Skateboard Shop and Neighbourhood Development Officers (NDOs) for their work with parks in the area.

 

RESOLVED to:

(1)  note the draft ParkLives programme for 2016;

(2)  request that nominations for Local ParkLives Ambassadors/Activators are emailed to parklives@nottinghamcity.gov.uk.

AMENDMENT OF COLWICK WOODS LOCAL NATURE RESERVE BOUNDARY pdf icon PDF 110 KB

Eddie Curry, Head of Parks and Open Spaces, and Emily Aron, Biodiversity and Greenspace Policy Officer introduced a report outlining an amendment to the Colwick Woods Local Nature Reserve boundary.

 

The following points were highlighted:

 

(a)  the boundary change includes statutory allotments; the amendment would see these allotments being de-declared.  Currently, the land is very overgrown and great for wildlife.

 

  There will be an overall gain of 4.7 hectares, and the land will be managed by Nottingham City Council and the Friends of Colwick Woods.  Once the Secretary of State has responded to the application, there will be a 12 week consultation period;

 

(b)  people with gardens backing onto Council land have gradually been encroaching into the woods.  The Allotments team have been speaking with these residents; there are two gardens in the north corner of the site that require an extension from the Secretary of State.  If the people in these properties move or pass away, any agreed extension to their garden would not apply to future residents.

 

There is also a pond and shed in a corner of the site belonging to an elderly gentleman that requires similar treatment to the land extension;

 

(c)  the boundary around the site will be reinforced with new fencing;

 

(d)  the main reason for the delay in this process was the allotment designation.  A decision was made two years ago to assume that allotments are statutory.

 

RESOLVED to:

 

(1)  support the proposals to amend the existing Local Nature Reserve (LNR) boundary at Colwick Woods;

 

(2)  note the process to be followed;

Dawn Alvey, Commissioning and Delivery Manager introduced the Island Site Supplementary Planning Document Consultation.

 

The supplementary document has been prepared to try and move development of the site forward.  An approved planning document is required so that the Council has an agreed way of moving forward.  The Island Site has difficulties with previous contamination.

 

RESOLVED to support the draft Supplementary Planning Document.

LOCAL PLAN PART 2: LAND AND PLANNING POLICIES DOCUMENT pdf icon PDF 212 KB

Dawn Alvey, Commissioning and Delivery Manager introduced the Local Plan Part 2: Land and Planning Policies Document.

 

The Land and Planning Policies Document will form the second part of the City Council’s Local Plan for Nottingham City, alongside the Nottingham City Aligned Core Strategy (Local Plan Part 1), which was adopted in September 2014.

 

The Government needs Nottingham City Council to set out housing plans for the next 15 years.  The Plan looks at large sites in the City and tries to make sure that they are suitable for future housing.  The plan will highlight whether land is suitable for use.

 

RESOLVED to

 

(1)  note that the Local Plan Part 2: Land and Planning Policies document and accompanying Policies Map has been published for representations, and the period for making representations ends on 11 March 2016;

 

(2)  inform members of the ownership details for the Castle College site by email using information from the Land Registry.

Greg Foister, Neighbourhood Development Officer for the Dales Ward tabled two extra schemes at Skipton Circus and Newark Crescent, which are listed in the table below.  The funds available have been adjusted accordingly:

(1)  note the update and performance information in Appendix 1;

Chris Grocock, Community Partnership Manager introduced the Area East Jobs Plan, which provides a response to questions raised at the November meeting at Area Committee East.  It also proposes a way forward for the facilitation and oversight of area-based Employment and Skills activities through the creation of an ‘Employment and Skills East Area Partnership’ led by local Councillors and supported by officers from Employment and Skills.

 

Members were pleased by the thorough report, and by the fall in numbers of the unemployed.  Future performance management of this sector was encouraged.

 

RESOLVED to establish an Employment and Skills East Area Partnership with terms of reference, membership, officers, reporting, and frequency of meetings to be decided at the next East Area Cluster meeting.

Greg Foister, Neighbourhood Development Officer for the Dales Ward, introduced the Ward Performance Report. 

 

The following additional information was provided:

 

(a)  crime is currently 5.2% down in the East Area, with their being 179 less crimes than the previous year.  Robbery, burglary, vehicle offences, and anti-social behaviour are all down.  Crimes on the increase currently includes sexual offences, and shoplifting;

 

(b)  there is a citywide concern over the Dales Co-op and its policy towards shoplifting.  The Co-op has worked towards addressing this problem in the past, but the problem seems to have reappeared again.

 

  The Police have held beat surgeries outside the Co-op, and have held lots of initiatives there to try and reduce crime.  When Police have been present at the Co-op in the Dales, crime has significantly reduced. 

 

  Members expressed a concern that one shop in the area, by proportion, is causing a high level of crime.  A request was made that these minutes be sent to the Co-op to highlight this concern.
