She advised the committee that there had been a limited response to the request for nominations. The Committee felt that an approach of writing out to all previous representatives and advising them that they would be re-appointed unless they declined would be the best way forward.

20.

ISSUES AND GOOD NEWS STORIES

Minutes:

Community Representatives gave a brief update on the activities of their organisations and current issues including:

 

(a)  Peter Wright from Sneinton Tenants outreach Programme (STOP) informed the Committee that the football pitches were proving very popular and were booked up well in to November. What is more positive is it is not just groups and teams from Sneinton who are using the pitches but also from surrounding areas. There is the potential for more funding from Sport England to enable work with young people to develop however this bid is in the early stages. Also there will be a bonfire on 5 November at King Edward Park, Carlton Road from 6pm to 8pm, food and refreshments will be available;

 

(b)  Greg Feltham from Sneinton Tenants and Residents Association advised the Committee that the resurfacing works that had been done in the ward much improved the road ways. Also the temporary suspension of the 5 minute waiting rule had very positively impacted on the ward and residents have been asking if this will become permanent. It was confirmed that this option was being discussed and considered as the positive impact had been noted;

 

(c)  Alan Hose from the Muslim Community Organisation Nottingham confirmed that there remains good use of the centre by a huge range of community groups for a number of different activities. There was a Community Fun Day on 21 July 2017 and the turnout was very good. Over 500 people attended and another Fun Day is being planned for 2018;

 

(d)  On Saturday 16th September there was an opening day for a new nursery that opened in the Mapperley Ward.  It is on the ACNA centre site, 31 Hungerhill Road, which is a revival of an old nursey that used to be there many years ago.  ACNA are proud to have been able to facilitate this new service in the area as they see the need to have good quality and affordable childcare in the city. Information has been appended to these minutes.

 

Following discussions and questions the following points were highlighted:

 

(e)  The dedicated litter picker is currently not at work due to health issues and there is no replacement. This, along with traffic and parking issues meaning that mechanical street cleaners are unable to reach all roads it contributing to the appearance of more litter;

 

(f)  The Committee noted that it was important not to think that Sneinton was more littered than other areas, as all high density populated areas, particularly terraced areas, suffer from littering. There does appear to be a high proportion of takeaway litter;

 

(g)  Targeted action is being planned in respect of littering and the community is feeding back to the Neighbourhood Action Team on hotspots. 

 

RESOLVED to thank the Community representatives for their attendance and note the update from their organisation.

21.

POLICING AREA UPDATE

Inspector Donna Lawton, Nottinghamshire Police

Minutes:

Inspector Donna Lawton, Nottinghamshire Police gave a verbal update on Policing in the Area. She highlighted the following points:

 

(a)  There has been an increase in burglaries in the Mapperley Ward. These have been sporadic, have no pattern and there are currently no suspects. Work is taking place to remind residents of crime prevention steps they can take;

 

(b)  Possession of Weapons offences have also risen in the Mapperley ward which points to good intelligence and effective targeting of Police resources to catch people in the act;

 

(c)  Operation Yearling continues to run, the night operation was well received by the community and community members attended and shadowed the shift. The offer remains open to Community members to attend the briefings and accompany officers on the operation nights. To attend please contact Inspector Donna Lawton at Nottinghamshire Police;

 

(d)  There has been an increase in violent offences in St Anns. Nottinghamshire Police are keen to reassure the public that the majority of these offences are domestic related, and this rise does not represent a rise in street violence and should not be a reason for concern. Targeted work is taking place at address the increase;

 

(e)  Anti-Social Behaviour in St Anns is down by 24.9%;

 

(f)  The PDSA engagement events were very well received in both St Anns and Sneinton. A good number of animals were seen by specialists on the day and lots of crime prevention advice was also given out. The PDSA are now planning a larger event next year given the good response from the public;

 

(g)  The response of the community following a 3 year old child going missing in St Anns was very positive. The community took to social media, helped with the search and worked well with the Police;

 

(h)  Following positive comments and recommendations from the public a local Police Officer Pc 3316 Mohson Hussain has won an award in the Force’s annual awards;

 

Following questions and comments from the committee the following points were highlights:

 

(i)  There is still a problem with the 101 telephone system and this is the subject of a significant work stream within Nottinghamshire Police. If residents are struggling with the 101 system they can report crime through Crime Stoppers on 0800 55511. They can also use this number to report crime anonymously if they do not wish to give their personal details;

 

(j)  Residents in the Sneinton area are reporting to Councillors that the drug dealing is now happening in broad daylight on the streets. Residents are afraid to report it due to fear of reprisals. Nottinghamshire Police do accept anonymous calls, and crime can also be reported anonymously  through Crime Stoppers;

Toni Smithurst, Area Housing Manager at St Ann’s Housing Office presented the Nottingham City Homes update and approvals report to the Committee. She outlined the approvals being sort. In addition to the appendix circulated with the agenda for this committee, approval is also being sought for one extra scheme; work to Dooland Drive to make an additional parking space as a reasonable adjustment for a disabled resident.

 

Following discussion and questions from the committee the following points were highlighted:

 

(a)  The Cladding work on Newark Crescent has made a real difference and has lifted the area. However there has been very little contact with the leaseholders since the initial consultation and the leaseholders have yet to have the final cost of the scheme and do not know how much they will be expected to pay towards the work;

 

(b)  There is an ongoing issue with non-residents accessing Kingston Court. Other residents are too fearful to leave their flats due to the behaviour of these non-residents who appear to be visiting one or two flats within the building

Karen Shaw, Local Development Framework Manager, introduced the report on the Local Plan Part 2: Land and Planning Policies Document – Revised Publication Version. She highlighted the following points:

 

(a)  This is a statutory document that sets out development allocations across Nottingham City, there have been a number of changes from the initial publication version;

 

(b)  Public consultation on these changes is due to run between 29 September and 10 November 2017. The documents detailing changes relevant to this area will be viewable at Loxley House and at the Library on Livingstone Road in St Ann’s as well as online;

 

(c)  The public are invited to comment on the changes to this document before it is submitted to the government for independent examination and then adopted by Nottingham City Council;

 

Following questions from the committee the following information was highlighted:

 

(d)  The land adjacent to the former Castle College site is currently owned by the same people as the former Castle College site. It is currently an area of around 2 football pitches but is now too overgrown to be used for sports. The site was previously included in the document but there were a number of objections from local residents who did not want to see the open space built on.

 

RESOLVED to:

 

(1)  thank Karen Shaw for her attendance at the Committee Meeting;

 

(2)  note that the Local Plan part 2: Land and Planning Policies document (revised publication version) and the accompanying Policies Map changes will be published for representations, and the period for making representations ends 10 November 2017.

PROPOSED PUBLIC SPACES PROTECTION ORDER - FOOTPATHS AT BEVERLEY SQUARE pdf icon PDF 355 KB

Abu Belim, Principle Enforcement Officer, introduced a report on the Proposed Public Spaces Protection Orders (PSOP’s): Footpaths at Beverley Square, St Anns. The Committee previously discussed this matter at their 13 June 2017 meeting (minute 9). Further to that discussion he highlighted the following information:

 

(a)  The two footpaths run between 11 and 12 Beverley Square and between 14 and 15 Beverley Square, each is covered with the bedroom of the adjoining property, this makes the are sheltered from weather and from the from passive surveillance lending its self to the antisocial behaviour that is seen there;

 

(b)  There is a well-documented history of anti-social behaviour, including drug dealing, animal and human faeces and urination, graffiti and persistent littering;

 

(c)  One property is a Nottingham City Homes property, one is a housing association and 2 are owner occupiers;

 

(d)  Consultation on the proposed PSPO’s ran between 30 June and 2 August 2017, letters were sent to all addresses on Beverley Square and surrounding roads including Aster Road, Duncombe Road and Rushcliffe Close;

 

(e)  2 responses were received. The first from an energy company seeking assurance that they would still be able to access the footpaths in order to maintain equipment, which was confirmed. The second response was from a resident of Beverley Square who expressed concerns that if the footpaths were gated off then the anti-social behaviour would spill out into the wider area;

 

(f)  It is not anticipated that the anti-social behaviour will spill into the wider area due to better lighting, and less shelter less likely to lend its self to anti-social behaviour.

 

RESOLVED TO:

 

(1)  Note the evidence gathered and the results of the consultation on the proposal to introduce a PSPO to gate off the alleyways running between numbers 11 and 12 and numbers 14 and 15 Beverley Square, St Ann’s as indicated in the proposed PSPO attached at Appendix 1 of the report for the areas outlined with solid black lines on the plan in the proposed PSPO;

 

(2)  Authorise the Director of Legal Services and Governance and or the Head of Legal and Governance to make a PSPO in the form indicated by the proposed PSPO attached at Appendix 1 of the report over the land outlined with a solid black line on the plan attached to the proposed PSPO to last for a period of three years from the date that it comes into force being satisfied that the test in section 59 of the 2014 Act is met, having considered the objection received, the likely effect of making the proposed PSPO and the availability of an alternative route, and having regard to the rights of freedom of expression and freedom of assembly.

 

(3)  Authorise the Director of Community Protection to proceed with the manufacture and installation of the barriers and gating detailed in the report at paragraph 2.15 and to carry out the necessary publication and arrange for appropriate signage to be erected in accordance with the legislative requirements.

Greg Foister, Fi Cusick and Michelle Graley introduced the report on Ward performance for the second quarter of 2017/18 they highlighted the following points:

 

(a)  Greg Foister – Dales Ward

·  Since the last report there have been a good number of play sessions run in the ward which have been well received.

·  The Neighbourhood Action Team has been working with Community Protection and local police to target traffic issues within the ward.

·  There has been a lot of work on neighbourhood planning and improving the ward including traffic calming and additional signage.

·  Work on the Christmas lights switch on and the Christmas fair is just starting.

·  A second week of action will take place in the second week of October – this week of action will be traffic focused.

·  The Dales Centre is proving to be very popular with a large number of residents visiting and using the library and other facilities there;

 

(b)  Fi Cusick – Mapperley Ward

·  Main fly tipping hotspots in the ward remain Brewsters Recycling Centre and Botany Avenue the 3g camera is due to be moved to the recycling centre shortly.

·  Improvements to the Astley Drive Park will start shortly

·  Work on the reconfiguration of the junction between Redcliffe Road and Mapperley Road is now complete. These works aim to slow down traffic and reduce the width of the neck of the junction to improve safety for pedestrians crossing at this point.

·  Traffic and parking issues in the Querneby Road area continue to be assessed and monitored. Traffic flow surveys are taking place and formal feedback will be sent to all residents in the area.

·  The rebuild/refurbishment of the Wells Community Centre has run into some technical difficulties relating to the drains and a Victorian water culvert that runs below the site. A formal report from Severn Trent Water is awaited, however, the project continues to progress and a new management Committee/Community association is being put into place.

·  The Party on the Park event went ahead. Some of the key activity providers were not present on the day which lessened the offer however the event went well and was well received with around 300 local residents attending throughout the day.

·  The next ward walk will be on 20 September 12.30pm on Ball Street.

·  There will be fireworks display on Coppice Park on 6 November 2017 from 7pm.

·  The last week of action went well. The Garden Maintenance team and apprentices alongside the Nottingham City Homes caretaking team worked hard on Warton Avenue cutting back and lowering hedges and removing rubbish from gardens. Residents joined in and helped out and resident feedback has been very positive.

 

(c)  Michelle Graley – St Anns Ward

·  In an amendment to the appendix circulated with the report to this Committee the Ward Walk on Bullace Road and Surrounding areas will take place on Wednesday 27 September 2017 at 11am until 1pm and the Tea and Cake event scheduled for Wednesday 20 September at the Pakistan Centre is now cancelled.
