CHAIRS' ANNOUNCEMENTS Minutes: The Chair welcomed Councillor Nicki Brooks, Councillor John Handley, and Councillor Mohammed Saghir as new members of the Authority. The Chief Fire Officer (CFO) will be in touch shortly with a welcome pack and to provide an overview of the Service.
On behalf of the Authority, the Chair will write to past members, Councillor Sybil Fielding, Councillor Liaqat Ali and Councillor Phil Rostance to thank them for their contribution during their time on the Authority.
As previously agreed by the Authority at its meeting on 2 February 2018, in May the Chair, Chief Fire Officer had attended a ceremony of thanks from citizens of Croatia to the Authority and citizens of Nottinghamshire for the donation of firefighting appliances and obsolete equipment which are much valued in Croatia. The Service has been listed in the town‘s book of friendship and an acknowledgement plaque installed in the market square. The Chair thanked Kev Ruane and the other volunteers for enabling this and other work of merit.
The Chair and CFO attended a meeting of all CFOs and Authority Chairs with Her Majesty’s Inspectorate (HMI) at which it became clear that HMI‘s understanding of the Fire and Rescue Sector is increasing. It is anticipated that the inspection of this Authority will start during September or October but members will be informed.
With regard to collaboration, a very productive meeting was held with the Police and Crime Commissioner and Police Colleagues in advance of briefing consultants to undertake a feasibility study of a joint Fire and Police Head Quarters. The findings of the study are scheduled to be submitted the September meeting of the Authority.
Discussions between members of this Authority and Derbyshire’s Fire and Rescue Authority have resulted in requests to both CFOs to establish a Joint Collaboration Board to further consider collaboration opportunities, including potential control room functions.

Report of the Clerk and Monitoring Officer Minutes: Malcolm Townroe, Clerk and Monitoring Officer, presented the report which lists the Councillors appointed to the Authority by their respective Councils, presents political balance for group places on Committees and asks that groups appoint members to those Committees, for which the meeting dates are provided.

AMENDMENTS TO THE PERMANENT ESTABLISHMENT PDF 142 KB Report of the Chief Fire Officer Minutes: John Buckley, Chief Fire Officer, presented the report which proposes amendments to the permanent establishment which have been considered and approved for recommendation to the full Authority by the Human Resources Committee at its meeting on 4 May 2018.
To improve efficiency and meet demand, the proposals are to disestablish two vacant Grade 1 Home Safety Check Operative roles and create an additional Grade 3 Specialist Home Safety Operative, with a saving of approximately £16,000.
RESOLVED to
(1) disestablish the two Grade 1 Home Safety Check Operative roles;
(2) create an additional Grade 3 Specialist Home Safety Operative role.

FIRE AND RESCUE NATIONAL FRAMEWORK FOR ENGLAND PDF 654 KB
Minutes: John Buckley, Chief Fire Officer, presented the report which informs members of the final Fire and Rescue National Framework, which was implemented on 1 June 2018, following consideration of responses from Fire and Rescue Authorities to the national consultation.
Policy and Strategy Committee approved a draft consultation response at its meeting on 2 February 2018. Members welcomed the amendments made as a result of the consultation response, details of which are provided in the report along with the Framework document.
RESOLVED to note the publication of the revised Fire and Rescue National Framework for England.
