PDF 86 KB Minutes: Angela Rawson, Regional Licensing and Policy Manager, and Richard Antcliff, Head of City Centre Management and Regulation, presented the report of the Director of Community Protection, proposing a new colour scheme for all new and replacement hackney carriage vehicles introduced to the fleet from 01 March 2018. RESOLVED that, following a lengthy discussion, a final decision be deferred to a meeting to be held at 10.30am on Friday 16 March 2018 to allow Councillors the opportunity to view the proposed new colour scheme on a vehicle at an event to be held on Thursday 01 March 2018.

PDF 488 KB Minutes: Angela Rawson, Regional Licensing and Policy Manager, presented the report, and an addendum published subsequent to the agenda, regarding a revised advertising policy for Hackney Carriages, and a proposal for Private Hire Vehicles to display any taxi-booking application logos. RESOLVED that (1) consideration of the report be deferred to a meeting to be held at 10.30am on Friday 16 March 2018; (2) (a) while the report has been deferred, following discussion of the addendum, the Committee agreed that from 1 June 2018, following consultation with the trade, the current vehicle specification for private hire vehicles be amended so that they are required to display the words ‘ADVANCED BOOKINGS ONLY otherwise not insured’ on each rear door directly below the rear window; (b) authority be delegated individually to the following officers, following consultation with the Chair, Vice Chair and Opposition Spokesperson, to implement the change in (2)(a) above, taking into account consultation responses from the trade: · Director of Community Protection; · Head of City Centre Management; · Regional Licensing and Policy Manager.
