Police Update Verbal update Minutes: Sergeant Nick Wealthall of Nottinghamshire Police updated the Committee highlighting the following points:
a) The consultation with Police Community Support Officers (PCSOs) over the proposed reduction in their numbers had recently concluded and 2 PCSOs would be lost in this area (due to a wider programme of voluntary and compulsory redundancies) temporarily reducing the number of PCSOs in this area to 9. This will be increased to the full complement of 19 through redeployment.
b) The Speedwatch community car is now operational and community groups are being trained to run the scheme.
c) An operation is underway addressing the problem of items being thrown over the wall of the prison which has resulted in a significant decrease in the number of incidents. Trees are to be planted to create an additional barrier and further netting is to be installed to reduce incidents further.
d) Overall, Sergeant Weathall reported that acquisitive crime was down. The largest increase was a 200% increase in theft of a motor vehicle in Forest Rec beat but this represented an increase of only two crimes. He reported percentage figures for the year 24/09/14 to 24/09/2015 as follows:
e) The new university terms and the return of students posed a challenge but a lot of work was being done with the universities, for example at freshers fairs, to advise students on security.

Report of Strategic Director for Commercial and Neighbourhood Services Additional documents: Minutes: Angela Bolton, Neighbourhood Development Officer, presented a report which proposed schemes to be funded from the Local Transport Plan (LTP) and Public Realm (PR) budgets and informed the Committee of the remaining funds available. In addition to the schemes outlined in the report a further approval of a scheme at Nottingham Rd/North Gate area for £2400 for improvements to include re-seeding grassed area, planting bulbs, refurbishment of existing benches and other hardware was sought.
RESOLVED to approve the following Area Capital fund schemes, and to note the remaining available funds for Berridge (£88,462) and Sherwood (£116,007):

WARD PERFORMANCE REPORTS - QUARTER 1 PDF 203 KB Report of Strategic Director for Commercial and Neighbourhood Services

Minutes: John Marsh, Locality Manager introduced the report which compared performance against key indicators during April – July 2015 with the same period of 2014 to the Committee highlighting the following points in relation to Berridge ward:
a) The cleanliness index score of 87% for quarter one (Q1) 2015 was 7% lower than in 2014 and 8 incidents of graffiti were reported compared to 7 in this period of 2014. However, incidents of flytipping reduced from 148 in 2014 to 126 this year.
b) Weedkilling had taken place at the beginning of September and weeds should now visibly be dying back as a result. Councillors were asked to identify any remaining problem areas to Neighbourhood Management colleagues.
c) Neighbourhood Management ran a stall at the Hyson Green Cultural Festival enabling them to engage with people from different local communities.
He then highlighted the following points in relation to Sherwood ward:
d) The cleanliness index score for Q1 2015 was 89%, 1% lower than in 2014. However, a recent change to the organisation of neighbourhood colleagues, making them responsible for their own areas of the ward was expected to see performance increase. There was no change in the number of reports of graffiti, remaining at 6, and flytipping incidents had reduced from 85 in 2014 to 49 this year, a decrease of 42%.
e) Weedkilling had also taken place in Sherwood ward in mid-September and work was underway citywide addressing the problem of Japanese Knotweed.
f) Consultations events had been held in both Peggy’s and Pirate Parks and a Friends of Pirate Park group has been established.

Minutes: Angela Bolton, Neighbourhood Development Officer, presented the report which updated the Committee on funding decisions made under delegated authority to support the local community. The Committee noted that the report should have referred to the Union Pakistan Kashmiri Organisation and not the United Pakistan Kashmiri Organisation.

She informed the Committee of an addition to the proposals in the report: Lynda Masters of Forest Fields Improvement Association.

Nottingham City Homes Update PDF 133 KB Report of Chief Executive, Nottingham City Homes Additional documents:
Minutes: Chanel Richards, Tenancy and Estate Manager, Nottingham City Homes introduced the report updating the Committee on Nottingham City Homes’ performance and asking for approval of £10,856 from the Sherwood Environmental budget to alleviate issues with crime and drugs around HMP Nottingham. During discussions the following points were highlighted:
a) Edwards Lane estate had successfully applied for equipment for Peggy’s Park;
b) Work had been done with ‘Young Inspectors’ at Northgate Primary School;
c) Regarding performance, this was on target for antisocial behaviour cases, below target for repairs and rent collection (but with significant time to improve this performance by year end) and below target for void re-let times.
RESOLVED to
(1) Approve the use of £10,856 from the Sherwood Environmental budget to install five new gates around Gunthorpe Drive and around the perimeter of the prison to prevent illegal activity. The funding will also be used to install a roller barrier to the wall on the land next to 2 Gunthorpe Drive to prevent individuals climbing onto the wall.
