AREA COMMITTEE COMMUNITY REPRESENTATIVES PDF 222 KB Report of Director of Neighbourhood Services. Minutes: Deborah Wilson, Neighbourhood Development Officer, presented a report of the Director of Neighbourhood Services, detailing persons from external organisations nominated to be community representatives on this Committee.
It was stated that in the future, consideration should be given to how ‘community focused’ nominated representatives were as, although the work done by some groups was laudable, it was more self-serving than for the good of the community.

SMALL STEPS BIG CHANGES - GOOD NEWS STORY PDF 679 KB Report by Maggie Lambert, from Small Steps Big Changes. Minutes: The Committee received a presentation by Maggie Lambert and Esme Macauley, Small Steps Big Changes (SSBC) Area Coordinators, detailing the work undertaken by the SSBC scheme.
The main points were as follows:
· SSBC is a 10 year Big Lottery Funded Programme aimed at improving the lives and life chances of children;
· the programme focusses on pregnancy and the first 3 years of life, and currently operates in the Aspley, Bulwell, St Ann’s and Arboretum wards;
· in the Aspley ward:
o Aspley, Bells Lane & Broxtowe SSBC Community Partnership have held 4 meetings, with great commitment and input/outputs from the community; o there are 2 Aspley parents on the SSBC Board; o there are currently 36 family mentors in Aspley; o the contract to progress the programme has been awarded to a local consortium led by Groundwork; o recruitment information events were held on 18 August (at BEST Creative (ACTC) and 20 August (at Bulwell Riverside), with interviews and assessments during September, and starting to meet families from December;
· example activities in Aspley ward include:
o enhanced Supported Book Gifting; o an ‘Imagination Library’ (for all babies in Aspley born on or after 1 April 2015); o the Health Visitor Team performing 6?8 week checks; o ‘Bump, Birth and Baby’ scheme successfully re?launched in Aspley by the Health Visiting Team; o Infant Massage scheme - pilot training complete (with 3 recruits from Aspley).
During discussion, it was stated that future recruitment events should be notified to Councillors to ensure the greatest audience possible is reached and that mentors should be from the local areas.

Minutes: The Committee received a joint presentation by Danny Goodwin, Nottingham City Council, and Steve Burch and Colin Bradley, Groundwork, detailing unemployment trends, employment and skills outcomes, delivery / contribution towards the City and UK Youth Contracts and performance against Nottingham Jobs Fund targets.
The main points were as follows:
· in July 2015 there were 7,700 JSA claimants in the City, of which 630 are in Aspley, 433 in Bilborough and 182 in Leen Valley. This is a reduction on July 2014 of 208, 126 and 52 respectively;
· performance against the City employment and skills outcomes was:
o to date, a total of 1,405 people into work, against a 2015/16 target of 4,100; o of 504 people commencing work via the Employer Hub, 60 are from West Area; o of 93 people commencing work via Nottingham Jobs Fund, 15 are from West Area; o of 994 people starting the Step Into Work Programme, 309 have gained employment, with West Area accounting for 166 starters and 40 into employment;
· the Youth Contract includes mentoring, promotional activity to increase self-referrals and identifying potential employers.
During discussion, it was questioned whether the scheme was performing well enough to justify the £3million funding as, since commencement in June 2014, only 40 Aspley residents have entered employment.

NOTTINGHAM CITY HOMES UPDATE PDF 391 KB Report presented by Elira Mano, Nottingham City Homes. Minutes: Elira Mano, Nottingham City Homes, presented the report, detailing the latest position in West Area in regard to the Decent Homes Standard, regeneration and environmental schemes, key messages from the Tenant and Leasehold Congress and updates from Tenant’s and Resident’s Associations. The main points were as follows:
· Lindfield Road, Aspley
Phase 2 of the wall and railing installation commenced in June 2015 and is progressing well.
· Oakmead Avenue, Bilborough
In addition to the agreed Area Capital funding of £17,912 (see minute 21), NCH has agreed £42,350.90 environmental funding, giving a total of £60,262.90 for the fencing project in this area, which has a proposed start date of late October 2015.
· Kennington Road / Ashwell Gardens, Leen Valley
NCH working with ward councillors and housing and neighbourhood development officers to identify possible improvements to the area.
