POLICE UPDATE Minutes: Inspector Robert Wilson, Nottinghamshire Police, gave a verbal update on policing and crime in the area, highlighting the following:
(a)
crime has reduced overall in the
Arboretum ward compared to the previous year, with the overall
number of offences down by 106. This includes significant
reductions in violence, robbery and burglary; (b)
there has been a citywide police
operation aimed at brothels, which has included work in the
Arboretum ward with one brother being closed down. Work has been
done with a variety of agencies, such as the Salvation Army, to
direct the women into continued work; (c)
there have been incidences of knife
crime in the Arboretum ward, and the police are continuing to have
a presence in the affected areas. They are also involved with
licenses for new premises in the area and look at the impact these
would have on local communities; (d)
crime has also reduced overall in the
Dunkirk and Lenton ward, with a
reduction of 30 offences, including reductions in violence and
burglary. However, there has been a slight increase in care crime
of 4 offences; (e)
in the Radford and Park ward there has
also been an overall reduction in criminal offences by 53 offences,
including reductions in robbery, car crime, criminal damage and
burglary. There has, however, been an increase in violence, mostly
Domestic Violence, which may reflect that this is being reported
more frequently; (f) priorities for the area’s student population include burglary, antisocial behaviour, and drug supply. The police is trying to get the message out to students to be aware of these issues, keeping doors and windows locked and being respectful to neighbours;
The following answers were given in response to questions from the Committee members and Community representatives:
(g)
initiatives exist in the Arboretum ward
to tackle street drinking, with some success. Measures can be used
to move people on if they are being antisocial, and the police is
working with charities such as Framework to try and reduce
long-term drinking problems; (h)
antisocial behaviour makes up a
significant part of the police’s work, and noise issues tend
to come under Nottingham City Council’s Community Protection
service. If an issue of bad noise is received by 1.01am somebody
will go out wherever possible. If this is not possible, a Community
Protection Officer will review the situation the following day and
can serve notices. The university takes antisocial behaviour very
seriously and this continues to be a priority for them; (i)
the police are involved with the week of action for students,
door-knocking and taking part in engagement activities; (j) bicycle theft has reduced in the area, despite an increase in other areas of the city. |

LEAD ORGANISATION UPDATE Presentation from Castle Cavendish Minutes: Dave Brennan, Castle Cavendish, updated the Committee on the use of Area Based Grant money in the area, highlighting the following:
(a)
Castle Cavendish is the lead organisation for the area. The grant
money that it received from the City Council is prioritised into 5
areas: children and young people, employment and skills, local
voluntary and community sector, support for community hubs and a
local priorities fund; (b)
for children and young people, the grant
provision is £70,000. This is used for diversionary provision
at local youth provision, targeted provision with local outreach
providers, and a summer activities programme working with 24 local
groups; (c)
the summer activity programme has a
variety of activities from active lifestyle to crafts and trips out
of the area. The local groups are encouraged to provide food for
the children and young people. In 2016/17 1,356 children and young
people were engaged by the programme, which works out at on average
£2.45 per person, per hour; (d)
in the area of employment and skills, the grant goes towards Job
Clubs, support for a bespoke training and support programme, and
connecting local people to local jobs; (e)
there are currently three Job Clubs, at
Radford and Lenton Library, Hyson Green
Library and Alfreton Road. They deliver free, 1-2-1 support in job
search, CV writing and completing job applications. There are plans
to open an additional two Job Clubs in the future; (f)
Castle Cavendish supports the local Voluntary and Community Sector
(VCS) with in-house provision and specialist support. They support
organisations with diagnostic action planning, setting up,
governance, organisational development, trading and tenders,
funding advice and volunteering; (g)
three local community hubs are supported
through the Grant: Dunkirk and Old Lenton Community Association, The Lenton Centre and the Marcus Garvey Centre. The aim
is for them to continue being productive and to develop as hubs for
the local area; (h)
the local priorities grant money is used
for small-scale community activity, working with the Partnership
Council. Priorities for the are loneliness/isolation,
translation/conversational classes, community cohesion, mental
health, crime and community safety, and poverty; (i) the Arboretum, Dunkirk and Lenton, Radford and Park Grant Programme is broken down into the 5 areas as follows:

NOTTINGHAM CITY HOMES UPDATE PDF 125 KB Additional documents:
Minutes: Paul Howard, Tenancy and Estate Manager, Nottingham City Homes (NCH), introduced the report providing summary updates on the following key themes:
· Capital Programme and major work; · area regeneration and environmental issues; · key messages from the Tenant and Leasehold Congress; · Tenant and Residents Associations updates; · area performance; · good news stories and positive publicity.
Paul highlighted the following:
(a)
lift replacements at Ash View, Oak View and Elm View are in
progress; (b)
in Lenton,
the last remaining tower block, Newgate Court, has been demolished.
The first of 16 bungalows have been completed and new tenants have
moved in. Church Square demolition is due to commence soon and the
site will be used to build new NCH properties; (c) the fencing improvement project on Birkin Avenue mentioned in Appendix 3 of the report has been withdrawn for approval pending further discussion;
The following answer was given following questions from the Committee:
(d) the Pay to Stay initiative will mean that anyone earning over £31,000 (as a household) will have to pay more rent on Council properties as they will be charged market rate. This may cause problems as tenants will need to provide financial information to avoid this;
Moby Farrands from the Partnership Council thanked NCH for their recent information events at the Mary Potter Centre.

ISSUES/GOOD NEWS STORIES FROM COMMUNITY REPRESENTATIVES Minutes: The following good news stories were reported by Community Representatives:
(a) Bob White, Principle of The Nottingham University Academy of Science and Technology (NUAST) reported that the school has achieved the 3rd best GCSE results in the city and is hoping to achieve the best A-Level results. 100% of students have gone on to university, employment or apprenticeships. Pupils come from across the city and county, but there are hopes to attract more from the local area. The school also has a room which can be used by local community groups;
(b) Dafydd Morgan from All Souls Community Centre reported on the success of their community kitchen, which uses surplus food and uses it to make cheap meals for the community, including asylum seekers, at £1 per child and £2 per adult. The kitchen attracts a large variety of people from the community. Curry in the Park is another event for the community;
(c) Moby Farrands from the Partnership Council reported that Nottingham Green Festival in the Arboretum was successful this year, with many small businesses represented demonstrating the importance of green businesses to the Nottingham economy;
(d) Councillor Anne Peach reported that Radford Recreation Ground has been awarded Green Flag Status.
The following issues were reported by Abel Hartman and Jamie Dickinson from the University of Nottingham Students’ Union:
(e)
‘Welcome Students’ banners around Derby Road and
Lenton have been removed which is a
shame as they provide a positive message to students about
community cohesion. This was not a decision of local councillors,
but there are still some banners at Canning Circus and University
Boulevard, as well as a large banner on the Council
House; (f) many students find it unfair that they must pay for a parking permit whereas permanent residents must not. Committee members understood these complaints but pointed out that the restrictions were put in place to discourage students from driving. There is excellent public transport in Nottingham, including the tram, and recent investment in cycling infrastructure with the Western Cycle Corridor. Some students are entitled to free permits if they need to travel at antisocial hours, such as medical students;
Community representatives wished to thank members for their support for the number of successful events in the Dunkirk and Lenton ward, such as a world food event, picnic in the park and the Martinmas fair. These events help to bring the community together. Community cohesion days in the Arboretum Ward were also welcomed.
RESOLVED to thank Community Representatives for their updates, and investigate the reasons for the removal of banners welcoming students and the introduction of fees for student parking permits.

Minutes: Linda Wright, Neighbourhood Development Officer, presented the reports focussing on current priorities and issues facing the Arboretum, Dunkirk and Lenton, and Radford and Park wards. Linda highlighted the following:
(a)
one of the key issues in the Arboretum ward is reducing street
drinking and paraphernalia, especially in local parks; (b)
one of the key issues in the Dunkirk and
Lenton ward is ongoing parking issues,
however parking schemes are being investigated for the areas
mentioned in the report. There is ongoing work with Waste
Management, Community Protection and the Universities to tackle
waste issues; (c) in the Radford and Park ward, maintenance schedules are being developed for the new build areas around Argyle, Clifford and Independent Street to improve cleanliness.
