Councillor Steve Battlemuch, Chair of RHE Board, and Andrew Springall, Finance Director, Robin Hood Energy (RHE), delivered a presentation and verbal update on the work of RHE, highlighting the following:

 

(a)  the company was established in 2014 and was the first publicly owned not for profit energy company in the UK. It was originally conceived to help tackle fuel poverty in Nottingham City;

(b)  RHE now serves over 115,000 customers across the UK taking in customers from an extended partnership of white label companies and other local authorities;

(c)  RHE has been much more successful than other ‘start up’ energy companies and has already achieved a profit within the first three years. Loans from the council to start the company are being repaid at commercial rates;

(d)  there are a wide range of tariffs available including green energy tariffs and a reduced tariff for city residents. Average savings for city residents are around £153 compared to standard prepay tariffs;

(e)  customers’ tariffs are regularly reviewed to ensure that they are the most suitable. Now that the company is achieving profit it has voluntarily joined the warm home discount scheme and fuel vouchers are regularly sent to food banks across the city to help the most vulnerable.

 

The Committee welcomed the work carried out by RHE, both in supporting vulnerable citizens, in particular through voluntarily signing up to the Warm Homes discount, and in providing local jobs for local people.

 

The Chair advised that there will an item on the wider issue of fuel poverty at the Committee’s December 2018 meeting.

21.

POLICE UPDATE

Verbal update on Policing issues in the Area

Minutes:

Inspector Rob Wilson and Inspector Riz Khan provided a verbal update on Police activity since the last meeting:

 

·  There had been several high-profile violent crimes involving both knives and firearms over the summer, resulting in serious injuries and one loss of life. Very thorough investigations had led to a series of arrests and seizure of weapons. Prosecutions were proceeding;

 

·  Additional patrols had been put in place and a dedicated knife crime team was engaging with young people to help thwart the rise in knife crime, which was national issue. There was a major challenge in changing the mindset of young people not to carry weapons for their own protection;

 

·  There was a continued focus on reducing domestic burglary, both through prevention and targeting persistent offenders.

 

The following issues were raised during discussion:

 

·  It was confirmed that the Police had been to Scotland to learn about the ‘Glasgow Model’ of treating crime as a public health issue. It was vital that teachers and parents reinforced messages about the consequences of carrying a knife;

 

·  Police advice was to report any witnessed incidents of drug-dealing through Crimestoppers or the 101 number. It was particularly useful to have car registration information reported;

 

·  Councillors welcomed the comprehensive communications received from the police following the serious incidents in the area

 

·  Inspector Wilson advised that citizens should report exceptionally ‘loud’, ‘late’ or ‘large’ house parties through the 101 number, and additional patrols, funded in part by the University of Nottingham, would be in place;

 

·  The Committee was informed that inspector Wilson was to retire from the Police and that Inspector Khan was to take over his responsibilities in the immediate term. Councillors and community representatives expressed their thanks to Inspector Wilson for his exemplary service to the community down the years.

22.

COMMUNITY PROTECTION UPDATE

Verbal update on Community Protection issues in the Area

Minutes:

CPOs John Woodford and Craig Moralee provided a brief update on the community protection activity since the June 2018 meeting, highlighting the following:

 

·  Community protection colleagues had assisted Police colleagues with dealing with the incidents of serious crime in the Area over the summer;

 

·  The University of Nottingham was to fund additional night-time patrols at weekends;

 

·  There had been an encampment of travellers on Lenton Rec, which had been moved on under the formal procedure;

 

·  There had been a co-ordinated campaign to welcome University students, but also to caution them about anti-social behaviour and respect for local citizens;

 

·  There was a significant operation in respect of waste from Houses in Multiple Occupation, including the illegal disposal of asbestos.

 

RESOLVED to note the update.

23.

ISSUES AND GOOD NEWS

The opportunity for Community Representatives to update the Committee on current issues and items of good news relating to their groups and neighbourhoods.

Minutes:

Community representatives raised the following issues:

 

Rebecca Beinart spoke positively about activities at the Primary Arts Centre, including the Making Place project, which drew upon the oral histories from a wide spectrum of communities, as well as interactive arts initiatives and community events;

 

Kate Loewenthal spoke positively about engagement with University of Nottingham on student anti-social behaviour issues, and welcomed agreed funding for community protection cover;

 

It was agreed to have an agenda item at the next Area Committee on Nottingham City’s Housing Strategy, and specifically whether there has been a shift in student accommodation practices on the ground from HMOs to purpose-built student accommodation;

 

Claire Brown advised that the War Memorial at the side of Standard house was being renovated and would be ready in time for Armistice Day.

 

RESOLVED to note the issues raised, and to schedule an agenda item for the December 2018 meeting on the Housing Strategy as it affected the student population.

Report of the Chief Executive of Nottingham City Homes

Paul Howard, Area Housing Manager, Nottingham City Homes (NCH), introduced a report updating the Committee on the activity and performance of NCH since the June 2018 meeting, and updating the Committee on allocation of funds.

 

Mr Howard highlighted the following:

 

·  Sprinklers have been installed in 80% of the flats in Pine View, and installation is progressing well elsewhere;

 

·  Work is ongoing in respect of a pilot project in Arboretum, securing older properties and upgrading them before being put on the market;

 

·  There will a review of NCH service provision in Radford to align with new boundaries, and further detail will be available at the next meeting;

 

·  NCH has won the Excellence in in Tenant Engagement national award;

 

·  The recent Tenant fun Day event was very positively received.

 

The Committee requested an update on the renovation pilot project at the next Area Committee meeting.
