Southglade school playing field

We the undersigned petition the council to prevent any future plans to develop the playing field between Southglade school and ridgeway. The local residents feel that any future housing on this plot of land is unnecessary as every spare piece of land in the area has been earmarked for development. Leaving no open space for public use.

This space is used regularly by the public and is the home to a junior football team for local children with autism. The team is growing steadily in numbers and has a waiting list for new players. This team needs to be encouraged not have their home taken away from them. I propose that the site be developed for use by local teams as the facilities are partially already available at the Ridge play area.

PA5 (previous reference numbers LA42 DS20) Ridgeway - Former Padstow School Playing Field

I write in response to you as the originator of an online e-petition about future development at the above site.

As you are aware, the majority of the site has been allocated since the adoption of the 2005 Local Plan (H1.2).

Despite this allocation since 2005, no development proposals had come forward. As part of the Local Plan review (known as the Land and Planning Policies Document, or LAPP document) which has reached the Publication Version it is proposed to carry forward this allocation for residential development with the details set out in the Development Principles (please see attached). These detail that the site can accommodate around a 100 houses with the design, layout and access giving careful consideration so as to avoid any potential adverse impacts on existing residential properties. They also confirm that residential development should include publicly accessible on site open space provision and that development of this site is closely linked to the allocation of the Former Padstow School Detached Playing Field at Beckhampton Road for a community sports hub.

As part of the extensive evidence base for the Local Plan review, the Council in association with Sport England and National Governing Bodies of sport (Football, Cricket, Rugby, Hockey and Tennis) has carried out a Playing Pitch Strategy (2015). In particular this considered development proposals affecting playing fields to inform the review of the
Local Plan. For this site the strategy (in agreement with Sport England) concluded that there was no requirement to retain the site for pitch provision and that the proposed use within the Local Plan Review of residential along with a proportion of the site retained as open space (as set out in the Development Principles) was acceptable subject to the development of a community sports hub site in the north of the City, currently proposed at a site referenced as PA6 Beckhampton Road - Former Padstow School Detached Playing Field. In addition, open space issues have informed the allocation and development principles of all the sites in the area, many of which have had their development potential substantially reduced in recognition of strategic open space requirements.

As part of the Local Plan review a number of rounds of consultation have been undertaken, these include letters to adjoining landowners and site notices. The following table sets out the consultation dates for each stage.

In the last round of consultation carried out on the LAPP a number of objections were received. These raised issues about developing this greenfield site over brownfield land and several amenity issues for neighbouring residential properties.

Subject to Council approval, a further round of consultation is currently planned, to be undertaken on a Revised Publication Version of the LAPP prior to this submission. This is intended to cover proposed amendments to some of the policies and other allocations within the LAPP document. The only change proposed for this site is the introduction of a range in the number of housing from 90 to 110 homes potentially being accommodated on the site to allow flexibility in any layout. Any representations received will be added to those received during the previous Publication consultation and will be considered by an Independent Inspector when the Local Plan is submitted for Examination.
