Thank you for your petition submitted to Nottingham City Council on 10th July 2017 highlighting concerns with parking around Harrow Gardens. The petition includes Abbots Way which is classified as private land. Unfortunately Nottingham City Council has no jurisdiction over parking on private land which is not maintained by the local authority therefore cannot comment on Abbots Way.

Firstly, I’m very sorry that you are experiencing difficulties with inconsiderate non-residential parking within your local community. Given the recent resident consultation meeting to expand Middleton Primary, l understand this may also have exacerbated some concerns with local parking. This is a difficult situation and one that is unfortunately a common occurrence in the vicinity of many schools across the city and indeed up and down the country. On a positive note, there are measures that we can consider to alleviate the problem of inconsiderate parking and below I
have set out what the options might be for further consideration.

The desired outcome of your petition is for the Council to implement a residents parking scheme. There are two main types of residents parking scheme, firstly a “free” scheme, where qualifying residents are entitled to permits free of charge, and secondly, a chargeable scheme where residents pay for permits. A description and the eligibility criteria for the two types of schemes is as follows.

With a free scheme, the Council may provide residential parking schemes where there is evidence of excessive all day parking by commuters.

Requests are assessed against a criteria which is designed to ensure high impacted areas are treated as a priority, reflecting and contributing to the vision of the area, responding to local issues and public concerns. It is worth noting however that a residents parking scheme does not guarantee residents a parking space outside their own property.

Subject to necessary funding being identified, free schemes will generally be considered if the following criteria are met:

• More than 10 residents have problems parking
• More than 50% of the vehicles parked during the daytime are commuters. This is
projected as non-resident or resident visitor parking.
• Less than half the dwellings have access to off-street parking
• The road is wide enough for appropriate parking spaces
• There is sufficient space on the street for most residents and their visitors to park.

A chargeable scheme on the other hand enables areas which suffer non-residential parking problems but that do not meet the criteria for a free scheme, to be considered for permit parking to help address local concerns. The scheme works by offering a dispensation permit to local residents for a small fee, which restricts parking in the area to residents and other legitimate permit holders only.

In terms of the options that are available to help address the non-residential parking in the Harrow Gardens area, you will see from the criteria above that for a free scheme to be considered it is necessary that less than half of properties have access to off-street parking. In the case of Harrow Gardens and surrounding areas, the vast majority of residents have access to off-street parking so unfortunately we are unable to consider a free scheme on this o
