We the undersigned, request that the car park is not used between 11pm and 7am every day
Planning Permission was assumed for Cliff Road car park and the hours were limited to 7am - 11pm each day. Access control was required to stop use between 11pm and 7am - no access control has been provided. Furthermore, tree planters and hedges behind the railings are specified and have not been installed.

SUBMISSION OF A PETITION – (24 hour operation of car park on Cliff Road)
Further to my letter dated 6 June 2018, please find enclosed a response from Councillor Jane Urquhart, Portfolio Holder for Planning and Housing. This response will be published on the petitions section of the Nottingham City Council website shortly.
"Thank you for the petition concerning the 24 hour use of the
car park off Cliff Road.
The planning history of the site has been reviewed. As you are
aware a car park at this location was approved as part of the
Galleries of Justice development in 1993. There were a number of
conditions attached to the 1993 decision note relating to the car
park which required a range of details to be submitted to the
Council prior to the car park being created. It is understood that
work on the car park started in the spring of 1996 and that at this
time car parking at the site began, though it was not until 2000
that an application was received by Council containing some of the
detail required by the pre-start conditions of the 1993
permission.
As only some of the conditions relating to the 1993 permission were
approved under the application received in 2000, it is unclear
whether the car park off Cliff Road is authorised by the 1993
permission and, therefore, whether the condition that you refer to
in the petition (that restricts the hours for vehicles entering and
exiting the site to between 7am and 11pm) is enforceable.
The car park appears to have been used from 1996, for a period of
at least 22 years. In planning terms a use becomes authorised and
immune from enforcement action after a 10 year period, as is
therefore the case in this instance.
Whilst the aforementioned condition restricting hours for vehicles
to access and egress the car park may not be enforceable, we will
approach the car park operator drawing this matter to their
attention and seek their agreement for it to be complied with.
Jenny Cole from the Planning team will keep you updated on this
matter in due course.
