Landlords have not been given enough notice for Selective Licencing

We the undersigned petition the council to We believe Nottingham Landlords have not received enough notice to prepare themselves for the impending scheme coming into force 1 August 2018.

The proposed licence fee is £780 for those without accreditation (applications must be submitted by 1 August) and this figure is still subject to final approval by the Executive Board which is not due to meet until 31 July 2018.
Nottingham City will only accept accreditation through DASH or Unipol, with DASH having closed their application process without prior notice to any Landlords on 13 July 2018.
No Landlords have had written prior notice of any of these implementations and more time must be given.

The Portfolio Holder for Community Protection, Councillor Toby Neal, has responded to your petition as follows:

"The Secretary of State’s approval was required for the Council’s Selective Licensing Designation and the Secretary of State set the date for the Designation to take effect as part of that process. The Council issued the required statutory notices promptly after the Secretary of State approved the scheme in February 2018 in effect giving nearly 6 months’ notice which is longer than the 3 months required by the Housing Act 2004.

The fee was set at the meeting of the Executive Board on April 17 2018, so was approved over three months before the start of the scheme.

In discussion with DASH, it was agreed that landlords who applied for accreditation after 13 July but before 1 August would still be considered for the discount provided they became accredited before the second part of the fee was due. It should be pointed out that DASH has been offering accreditation in Nottingham since 2009. Until January this year it was free. The Executive Board reports of November 2016, July 2017 and April 2018 relating to the Designation all indicated that it was proposed to set a discounted licence fee for accredited landlords. The Council therefore believes that landlords have had ample notice and opportunity to become accredited in order to receive a discount on the fee."
