This item could not be included on the 28 day notice because following the receipt of Legal advice after the 28 day notice was published it has become clear that exemption would be required. The meeting is urgent and can not be deferred because the mortuary service contract comes to an end in March 2019 and to ensure a seamless transition the tender processes needs to be underway very shortly. This will allow time for the tender process to take place and for subsequently awarded contracts to be in place prior to March 2019
