The meeting is urgent and the business cannot be deferred because the impact on housing providers in carrying out their consultation duties with residents prior to considering whether to introduce an alarm charge as an additional element of rent or as a service charge with effect from April 2019. If the decisions sought in the report are delayed this could impact on the ability of the housing providers not only to meet their consultation duties but also having enough notice to determine potential levels of alarm charges and liaison with Housing Benefit about potential eligibility prior to April 2019
