The decision is urgent and the business cannot be deferred because the termination of the current neutral vendor solution would create a critical business risk.

Explanation of anticipated restriction:
The decision is exempt from publication under paragraph 3 of Schedule 12A to the Local Government Act 1972 because it contains information that is commercially sensitive and, having regard to all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
