Reason for urgency: The item could not be included in the 28 day notice because at the time notice was published the full content of the report was not known and the need for further exemption of the legal advice has since come to light and the meeting is urgent and the busienss cannot be defered because this report has budget implications for 2018/19 and needs to be approved so that consultation with providers can commence and decisions made prior to the 1st April 2018 – any delay will impact directly on social care budgets and ability to make placements
