This decision will be taken under urgency procedures.
Reason for urgency:
The item could not be included on the 28 Day Notice because it is imperative that the decision is considered and taken as soon as possible as it will enable the first phase of properties to be disposed of before the end of this 2017/18 financial year. The signed approval will act as the mandate to instruct legal services to begin the conveyance process for the property disposal.
Once phase 1 disposal has been achieved before April 2018, the second phase can quickly follow in June 2018 which will achieve the 3 year disposal timetable. If the timetable isn’t met further disposal of HRA stock cannot take place until the first 5 disposals are made to a wholly owned subsidiary.
As well as this, there would be delays to the entire scheme disposal programme which would need to be extended by a further year.
