The item could not be included on the 28 day notice due to the ongoing nature of negotiations and discussions on a large and complex scheme and the meeting is urgent and the business cannot be deferred because the contractor to be used for the Tanners Walk demolition has a window of opportunity to undertake this work asap, any delay to this would prejudice the ability to place this order and prepare the site accordingly for the main library construction contract. Delay will cause demolition and main contract cost increases.
