Minutes:

Lynne McNiven, Consultant in Public Health, introduced the ward profiles relating to health and social factors for Arboretum, Dunkirk and Lenton and Radford and Park and highlighted the following points:

 

(a)  the purpose of the profiles are to make sure the Committee and citizens are aware of the services available in the area and provide an opportunity for people to discuss the issues in the area so they can be progressed;

 

(b)  Public Health has moved from the NHS to the City Council so services are now commissioned through the Local Authority. The services are based on need and the directory shows exactly where these services are;

 

(c)  the school health profiles are compiled through information from the School Nurse service which is commissioned by Public Health.

 

The Committee and others in attendance made the following comments:

 

(d)  the information is welcome and will be useful;

 

(e)  low level mental health issues also need to be included in the profiles as it is prevalent in the Arboretum ward;

 

(f)  there is a large student population in Dunkirk and Lenton and it is important to reach out to them to ensure they are aware of mental health and all other health services available to them in the area;

 

(g)  the area is very built up so suffers from air pollution and addressing the health issues associated with it needs to be made a higher priority;

 

(h)  the Small Steps, Big Changes project is being introduced in the Arboretum ward to improve the lives of young people in the area which could impact on the health profile;

 

(i)  the Arboretum ward experiences unexpected winter deaths through fuel poverty, etc which needs to be addressed;

 

(j)  the practitioners and services throughout the area are not representative of the multi-cultural community they serve.

 

28.

Waste Management Issues

Update by Alvin Henry, Waste and Recycling Manager

 

Minutes:

Alvin Henry, Waste and Recycling Manager, provided the following information on waste management issues in the area:

 

(a)  the Waste Management Team collect over 520,000 bins per month, plus 80,000 garden waste bins, which equates to 220-250 tonnes of waste and 90 tonnes of recycling per day;

 

(b)  the area doesn’t utilise the bulky waste service like other areas in the City;

 

(c)  the service has changed how it deals with missed bins and there is now technology on the collection vehicles which records which bins have been missed and why, ie, the bin not being put out for collection, not being able to access the road due to  parked cars, etc;

 

(d)  across the whole City last month there were over 130 contaminated bins, over 500 missed bins and over 630 bins not presented for collection;

 

(e)  bins have to be visible with no barriers to be presented;

 

(f)  the data from all collection routes is scrutinised regularly.

 

The Committee and others in attendance made the following comments:

 

(g)  the refuse collectors do not always empty the bin unless it is exactly where it should be;

 

(h)  the current system of putting a sticker on contaminated bins and emptying them a few days later doesn’t work as people don’t learn from it and the bins block the pavements and are an eyesore until they are emptied;

 

(i)  students leave the bin out at the end of term so that it can be emptied but, once it is emptied, it is then left on the pavement as the house is unoccupied so there is no-one to take it in. It would be helpful if the refuse collectors could put the bins just inside the property boundary when they know it’s an empty student house;

 

(j)  it would be appropriate to go back to a weekly collection in some areas to reduce the amount of issues there are;

 

(k)  it appears that the refuse collectors have stopped collecting side waste in the Arboretum;

 

(l)  some citizens aren’t clear when their bin collection is. It is especially confusing when there are streets that are linked that have different collection days;

 

(m)  citizens should not be given the option not to recycle and should take responsibility to ensure that they put the correct things in their bins;

 

(n)  it is important to ensure that the service meets the needs of the City;

 

(o)  consideration should be given to piloting the use of the orange recycling bags on Lenton Boulevard and removing the recycling bins to see if it reduces contamination.

 

Alvin provided the following additional information in response to some of the comments made:

 

(p)  if a round of bin collections is missed the call centre is always notified and also told when the bins will be collected so they can inform citizens if they call to report that their bin hasn’t been emptied;

Report of Strategic Director for Commercial and Neighbourhood Services

Linda Wright, Neighbourhood Development Officer, introduced the Strategic Director for Commercial and Neighbourhood Services’ report providing updates for each ward on key issues and themes which link to local priorities and strategic themes in the Nottingham Plan 2020 for Quarter 2 2014/15, including:

·  ward priorities;

·  community engagement;

·  finance;

·  crime and anti-social behaviour;

·  environmental issues;

·  unemployment rates;

·  housing;

·  community protection;

·  fire;

·  local health priorities;

·  key successes;

·  issues.

 

The Committee and others in attendance made the following comments:

 

(a)  anti-social behaviour has increased by 99% in Dunkirk and Lenton but this is partially due to a specific resident that consistently telephones the service so the calls should be closed with a mental health marker rather than an anti-social behaviour marker to get more accurate figures;

 

(b)  very few students commit crime, they are more likely to be victims of it, but they do cause anti-social behaviour;

 

(c)  the figures for dog fouling in the Arboretum ward have increased due to operations being carried out to remove it and an increase in calls to report it.

 

RESOLVED to note the information.
