Report of Deputy Leader/Portfolio Holder for Resources and Neighbourhood Regeneration

Minutes:

The Deputy Leader/Portfolio Holder for Resources introduced a report setting out the process and calculations to determine the Council Tax base for 2018/19 in accordance with the Local Authorities (Calculation of Council Tax Base) Regulations 2012.  Council Tax revenue funds service delivery.

 

RESOLVED to:

 

(1)  approve a tax base of 65,389 for 2018/19;

 

(2)  agree that a collection rate of 97.0% be used in the determination of the 2018/19 tax base.

 

Reasons for Decisions

To enable the Council to estimate future changes to the current tax base during 2018/19 and apply an appropriate anticipated collection rate for the period, which takes into account collection trends and the prevailing economic environment so that the tax base figure can be set and used by the City Council and precepting authorities (i.e. Police and Fire Authorities) in their budget processes in February 2018 to determine the level of Council Tax for 2018/19.

 

Other Options Considered

 

None, as the Council is legally required to set a Council Tax base using objective calculations.

The Leader/Portfolio Holder for Strategic Infrastructure and Communications introduced the report, seeking approval in principle to sell the freehold or long leasehold interests in the former Henry Mellish School’s detached playing field at Piccadilly, Highbury Vale, Nottingham.

 

RESOLVED to

 

(1)  agree the principle of selling Nottingham City Council’s freehold or long leasehold interest in the former Henry Mellish detached playing field at Piccadilly, Highbury Vale, Nottingham, and to delegate authority to the Director of Strategic Assets and Property, in consultation with the Leader, to agree the method and terms of sale, including price;

 

(2)  delegate authority to the Director of Strategic Assets and Property to approve any instructions and associated expenditure required prior to sale. Such expenditure may include, but is not limited to, the sourcing of site and ground investigations, demolition of buildings, appointment of experts or specialists in development and planning matters to obtain a planning consent prior to sale;

 

(3)  utilise the capital receipt  as required by the Secretary of State for Education’s consent to dispose of the site.

 

Reasons for decisions

 

Nottingham’s Playing Pitch Strategy identifies the site as surplus to the sports and recreational needs of the city.

 

The site provides potential as a residential development opportunity, to contribute to Nottingham’s housing need and to achieve capital receipts.

 

The Secretary of State has granted consent to dispose of the former school playing field.

 

Other options considered

 

Not selling the site: rejected as a missed opportunity for the City Council to contribute to tackling Nottingham’s housing need and to accrue capital receipts upon sale.

 

Retention of the site: rejected as no alternative use has been identified, and its continued retention is a financial burden on the Council.
