The Committee confirmed the minutes of the meeting held on 13 January 2014 as a correct record and they were signed by the Chair.

Report of Director of Community Protection

Minutes:

The Committee considered a report of the Director of Community Protection regarding the proposal to introduce a voluntary CCTV scheme for hackney carriages licensed by Nottingham City Council.

 

It also considered a letter received from Kevin Rowland, a2z Licensing, representing DG Taxis, stating that the scheme should be extended to private hire taxis and not just reserved for hackney carriages.  Mr Rowland also requested that he be permitted to address the Committee on this issue but, following a vote, the request was turned down. The vote was 8:1 against, and Councillor Steel requested that his vote in favour of allowing Mr Rowland to speak be recorded.

 

Ms Ghazala Mumtaz, Senior Licensing Officer, presented the report and stated the following:

 

  as a result of a report published in July 2013 by the Crime and Drugs Partnership, the Police and Crime Commissioner agreed to provide the full £95,070 required to fund the scheme;

 

  the scheme is intended to run on a voluntary basis for one year and involves  a maximum of 100 participants, on a first come, first served basis, making a £100 contribution to buy and install the CCTV system in their vehicle;

 

  the Council will procure the systems but the vehicle owners will own the CCTV and be responsible for its maintenance;

 

  the system will record continual images only (no sound), from when the engine is switched on to 30 minutes after it is switched off;

 

  in regard to the use of personal data, to comply with the Data Protection Act 1998, due to the City Council having no control over the day to day running of the system, all users of the scheme will have to register independently with the Information Commissioners Office as a ‘data controller’.

 

RESOLVED

 

(1)  that the introduction of a one-year pilot scheme for the voluntary use of CCTV in hackney carriages (City Safe CCTV Taxi Scheme) is approved;

 

(2)  that authorisation be delegated to the Head of Licensing, Permits and Regulations to sign the individual agreements for the purchase and fitting of CCTV systems in hackney carriages;

 

(3)  that the Head of Licensing, Permits and Regulations submit an update report to this Committee in 6 months time.

STREET TRADING - DESIGNATION OF STREETS NEAR SCHOOLS pdf icon PDF 42 KB

Report of Director of Sports, Culture and Parks

Minutes:

The Committee considered a report of the Director of Sports, Culture and Parks, requesting it to consider representations made following the advertisement of this Committee’s resolution of 13 January 2014 indicating the Council’s intention to designate streets surrounding the Ellis Guilford School, Bulwell Academy and The Trinity School in Nottingham for the purposes of street trading.

 

Neil Ehrhart, Markets and Events Service Manager, presented the report and stated the following:

 

  that in accordance with paragraph 2 of schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982, all appropriate notices were served and the Council’s intention advertised;

 

  that following the end of the consultation period, no representations had been received;

 

  that, to comply with legislation, designation will take place one month after the resolution has been passed, therefore and introduction date of 2 June 2014 is proposed.

 

 

RESOLVED that

 

(1)  pursuant to paragraph 2 of schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982, that with effect from 2 June 2014, Hucknall Lane (from Carey Road to Sandhurst Road), Ludford Road, Squires Avenue, Beechdale Road (from Creamery Close to Highwood Avenue), Kingsbury Drive, Glencairn Drive, Harvey Road, Bar Lane, Fearnleigh Drive, Broadhurst Avenue and Pennant Roadbe designated as consent streets for the purposes of street trading, and all previous resolutions of the City Council relating to their designation be rescinded with effect from the same date;

 

(2)  the Director for Sports, Culture and Parks be authorised to advertise the above resolution in accordance with paragraph 2 of schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982.
