The minutes of the meeting held on 25 June2019 were confirmed as a true record and were signed by the Chair.

The Committee was pleased to hear that the flood alleviation programme has started and encouraged continued consultation and communication between the project managers and the public.

Carol Mee from Carrington Tenant’s and Resident Association gave the Committee feedback on the second Carrington Festival. The event was a success with around 2,000 people in attendance. Planning has begun for 2020.

She also informed the Committee about the Advent Fair that would be taking place on 30^th November at St John’s Church.

The Committee noted the information and thanked Carol for her attendance.

Inspector Gordon Fenwick, Nottinghamshire Police and Rupinder Kooner, Community Protection, updated the Committee on policing matters in the wards. Only the crime figures for Basford were available at the meeting. During discussion the following information was highlighted:

(a)  Overall Inspector Fenwick reported that crime figures were 41% down for Basford on this time last year, a total of 102 less victims of crime;

(b)  Due to the proactive work of the drugs team drugs offences are up 121%. Inspector Fenwick ask that the public continue to report offences, as within the last 90 days there had only been three drug related reports. The Police are especially keen to receive information on activities such as cannabis growing, and dealing;

(c)  The issue of quad bikes and motorcycle riders on Bagnall Road on a Sunday morning was raised. Residents have complained about the noise and the dangerous way the bikes are being ridden. The Committee asked that the issue be reported to the Motorbike Task Force to investigate and work to resolve;

(d)  There have been a number of operations around knives taking place. An ANPR camera was positioned within the area to find cars with weapons markers, metal detectors have been used in and around parks searching for discarded weapons, and Officers continue to engage  with students and pupils at the various schools within the area;

(e)  two new powers have come into place for CPO’s. There is the anti-idling powers and powers to deal with street traders. Local primary school children are being invited to design posters to advertise the new Anti-Idling powers, these will be put up throughout the area but the focus will be around schools;

The Committee welcomed the Anti-Idling powers in a bid to ensure clean air around schools and at other hot spots such as Hayden Road Crossing.

The Committee noted the information provided by Inspector Fenwick and Rupinder Kooner and thanked them for their attendance.

Report of Director of Community Protection

Leigh Plant, Neighbourhood Development Officer presented the report on the Edwards Lane Community Centre: Proposed Development to the committee. She informed the Committee that Nottingham Mencap had stated that they would safeguard the community space, which would allow the maintenance of a lively presence within the community. This agreement will be written into the lease. The Committee agreed that maintenance of publicly available community space was a positive step.

RESOLVED to:

(1)  Facilitate the change of ownership and management of the ELCC to Nottingham Mencap; and

(2)  Confirm support for this development to provide sustainable community space as part of a selective offer from the new management organisation.

Report of Chief Executive, Nottingham City Homes

Wade Adams, Area Housing Manager presented the report, which updated the committee on performance against key issues and themes linked to local priorities and NCH Strategic themes, and highlighted funds available to each ward for schemes in the local area.

The main summary updates covered capital programmes and major works, area regeneration and environmental key issues. Wade highlighted the NCH Women in Construction taster sessions taking place across the city every month for tenants and encouraged anyone interested to look at the website for more details.

Councillors were pleased at the high attendance at the Tenant and Leaseholder fun day, attended by over 2,500 people.

The committee noted the update and performance information provided.

RESOLVED to

(1)  Note the remaining funds for 2019/2020 as follows:

·  Basford  -  £50,123.54

·  Berridge  -  £5,059.42

·  Sherwood   -  £28,298.29

(2)  Approve the Area Capital Funding  requests set out below:

Report of Director of Community Protection

Leigh Plant, Neighbourhood Development Officer introduced the Area Capital Fund report providing the councillors with the latest spend proposals under the Area Capital Fund, which included highways and footways. A revised appendix was circulated at the meeting detailing 2 additional schemes in the Basford area that had not previously been detailed in the published appendix.

RESOLVED to note the commitment of funds in Basford, Berridge and Sherwood Wards for 2019/20 as below:

Report of Director of Community Protection

Leigh Plant introduced the Ward Councillor Budget report advising the Committee of the use of delegated authority by the Director of Neighbourhood Services for those projects funded by Ward Councillor Budgets.

The committee noted that they were pleased to see so many activities being ut on for young people in the area.

Leigh Plant, Neighbourhood Development Officer introduced the Ward Reports and gave an overview of some of the highlights and concerns within the three wards.

RESOLVED to note the updates for the current priorities and issues within Basford, Berridge and Sherwood Wards. 

To note that the next meeting will be held at 6.00pm on Wednesday 12 December 2019 at a venue to be agreed

Councillors commented that this meeting clashes with another community meeting. there was discussion around the possibility of changing which Wednesday the meeting falls on and the venue of the next meetings.

The date and venue of the next meeting will be communicated to all Committee members, Community Representative and regular attenders once they have been confirmed.
