Minutes: Marie Muir, MBA student at Nottingham Trent University, presented the report, which detailed a proposal to form Partnership/Community Hubs in all areas, with the intention of continuing to support local communities by combining Council and external organisations’ knowledge and resources, as has been happening during the pandemic.
Ms Muir stated the following:
i. each of the Area Partnershipswould have their own distinct ambitions, visions and priorities aimed at meeting the local needs and aspirations of residents living in the wards that fall within an Area Committees’ boundaries;
ii. Neighbourhood Development Officers have been working with Nottingham Trent University MBA students and have carried out research to investigate and recommend which Community Hub model fits better locally to meet the changing needs and demands of the communities living in the areas during and post Covid-19;
iii. a questionnaire was formulated and distributed to partner organisations to complete, and they were invited to a meeting to discuss the results;
iv. the questionnaire and meeting were designed to determine the partner organisation’s priorities and see if there was a consensus among them. They were asked to select four key priorities from the questionnaire/meeting, based on the themes that had gained most importance during wave one Covid-19 pandemic, relevant to all wards in the area. The return of the questionnaires was too low to be statistically viable, but the analysis is available on request;
v. the Community Hubs would support the delivery of the Area priorities and help reframe the connections and relationships between statutory, voluntary and faith sectors, change the way services are operating by removing silo-working and barriers and explore opportunities for joint working and funding;
vi. the Area Partnerships would be aligned to the existing Area Committee boundaries and each Area Partnership would report to the relevant Area Committee.
During discussion, it was stated that:
vii. while it was a useful report, particularly the detail in respect of levels of deprivation in the area, it may not be the right time to implement the proposals in light of the current pandemic lock-down;
viii. while the report contained some useful information, there had not been enough feedback, and what had been received more likely reflected the current position and needs, which would undoubtedly change once things returned to a more ‘normal’ way of life.
Resolved
(1) that the thanks of the Committee to Ms Muir for her attendance be recorded;
(2) to note the report;
(3) that the Committee supports the actions of further consultation, ensuring senior representation and identifying key communication channels, as detailed in appendix 2. |

Police and Community Protection update Minutes: (a) Police updates
Inspectors Fenwick, English and Busuttil gave the following statistics / information for year-to-date in comparison to last year:
Basford (Inspector Fenwick)
· Burglary commercial – 3 recently in the Park Lane Commercial area, for which a person will shortly be arrested;
· the rise in drug offences is partly due to Operation Reacher serving successful warrants;
· Basford ward is fully staffed;
· a new Schools Officer is working with the team at Ellis Guilford Secondary;
· a recent stabbing on Britannia Park (resulting in no life threatening injuries) is being investigated by CID, with a suspect interviewed under caution. This is thought to be a targeted attack, with both parties being known to the Police;
· Covid-19 patrols are still ongoing;
· thefts from shops are a current priority;
· the number of reported incidents of Covid-related ASB and parties etc seems to be across all areas, with no particular ward standing out.

• Capital Programme and major work; • area regeneration and environmental issues; • key messages from the Tenant and Leasehold Congress; • Tenant and Residents Associations updates; • area performance; • ‘good news’ stories and positive publicity.
In response to a question from Mo Fayose, Community Cares Club, Ms Brake stated that the statistics reflected all properties managed by City Homes and it was not possible to extract those for Independent Living Schemes (ILS). However, additional information on ILS may be available from Sam Williams, Independent Living Manager at City Homes.
Resolved to note
(1) the performance update as per the report and appendix;
(2) that as there were no schemes for approval, therefore no appendix 3 was attached to the report, recommendation 2 of the report was withdrawn. |
