Police and Community Protection update

Minutes:

Inspectors Fenwick, Khan and Walker, Nottinghamshire Police, and Senior Community Protection Officers Clancy and Lynk, updated the Committee on policing matters in the wards, including crime and arrest figures, local initiatives to address crime and anti-social behaviour, actions in respect of ongoing issues, and current Police and Community Protection areas of focus.

 

RESOLVED to note the update.

Toni Smithurst, Area Housing Manager, Nottingham City Homes, presented the report, which updated the Committee on performance against key issues and themes linked to local priorities and NCH strategic themes, and requested approval for schemes in the local area.

 

The main summary updates covered capital programmes and major works, area regeneration and environmental issues, key messages from the Tenant and Leaseholder Congress and Tenant and Resident Associations, area performance and ‘good news stories’ and publicity.

 

RESOLVED to note the update, and approve a spend of £19,035.81 from the Lenton & Wollaton East budget on a scheme to extend patios at new build bungalows (Park Street Phase 2).

9.

Councillor Edwards presented the report and supplementary information, published subsequent to the agenda, and updated the Committee on the latest proposals in respect of parking at the Bridgeway Shopping Centre.

 

RESOLVED that the Committee fully supports:

 

(1)  the introduction of a ‘RingGo’ parking scheme at the 3 car parks serving the Bridgway Centre, but requests that the operating hours of restrictions be amended from the current ‘Monday to Saturday 9.00am – 5.00pm’ to a proposed ‘Monday to Saturday 8.00am - 5.00pm’;

 

(2)  the progress of the Off-Street Parking Order Ref: OSP8028;

 

(3)  an initial phase to the RingGo scheme which, as operators of the units suggested (see notes in appendix A to the report), targets commuters (details in appendix B to the report).

Abdul Ghaffar, Neighbourhood Development Officer, presented the report, updating the Committee on priorities and issues in the wards, issues being addressed through Neighbourhood Action Team (NAT) meetings, such as new students / bins on streets, works at Priory Park to regain ‘Green Flag’ status and the ‘Good Neighbour’ campaign, and forthcoming events and activities in the local areas to improve social cohesion, such as local Community Centre coffee mornings, various fun days and ward Councillor ‘Ward Walks’.

 

During discussion, it was stated that:

 

(a)  all 12 CCTV cameras at the Bridgeway Centre have been upgraded to Digital, with 10 cameras having live recording feeds to Woodlands Control Room, and the remaining 2 cameras having live feed to Woodlands but being recorded locally. Additional works have been identified to resolve this issue and should be completed by the end of June 2019;

 

(b)  phone boxes across the Meadows pose a challenge as they are being used by drug users to make deals and also a place to use drugs. Abdul Ghaffar stated he will meet with Abu Belim (Community Protection) to put a case forward to BT for removal of the phone boxes, and Councillor Edwards will take the issue up with Paddy Tipping, Nottinghamshire Police and Crime Commissioner;

 

(c)  the Meadows ‘Week of Action’ will be during week commencing 23 September 2019;

 

(d)  the Lenton ‘Fun Day’, postponed from 8 June due to bad weather, is likely to be re-scheduled for the end of September, hopefully to coincide with the university ‘Fresher Week’;

 

(e)  ‘Friends of Wollaton Park’ volunteers have started to restore the historic 1780s walled kitchen garden and it is open for tours by prior arrangement with key holders.

Abdul Ghaffar, Neighbourhood Development Officer, presented the report, which detailed the 2018-19 Area Capital Fund spend on highways, traffic and safety and public realm schemes, the 2019-20 allocation of monies, and proposed new schemes in the wards.

 

RESOLVED

 

(1)  to note the previously agreed 2018-19 schemes and the 2019-20 Area Capital Fund allocations of £114,466 (Lenton & Wollaton East), £89,100 (Meadows) and £80,593 (Wollaton West);

 

(2)  to approve the following schemes and decommittment:

 

  Lenton & Wollaton East

 

  Bosley / Enderby Square parking – £12,566;

 

  Meadows

 

  Kirkwhite Walk litter bin - £468;

  Bridge Ward help points - £487 (decommitted scheme);

 

(3)  following the approvals at (2) above, to note the remaining 2019-20 balances of £101,900 (Lenton & Wollaton East), £89,119 (Meadows) and £80,593 (Wollaton West).
