Minutes:

In her absence, Rebecca Beinart, Primary, requested that the Committee was notified that Primary was reopening with a Making Place exhibition.  This long term community programme looks at how the community learns from the city, how public space is used, with a focus on Radford and Lenton.  The exhibition will be on from 18 September-12 December 2020.

 

In her absence, Maxine Davis, Hyson Green Youth Club, requested that the following developments were noted:

·  Concerns about rough sleepers outside the Youth Club and the impact of that on young people.

·  The Youth Club has partially reopened to tenant groups and some regular user groups and it is anticipated that the Council will be resuming its Thursday evening open access youth session in the coming weeks.  Opening hours have been reduced to help sustainability.

·  The Youth Club is delivering a detached youth work project funded by the Youth Endowment Fund.  There will be two detached youth workers employed for 21 hours per week each, engaging with and supporting 10-16 year olds in the area.  It would be helpful if Committee members could make the Club aware of any areas locally where young people are on the streets.  The project will run until July 2021 to give time for youth workers to build up positive relationships with young people.

·  The Youth Club is looking to start daytime sessions to address loneliness, isolation, access to exercise and to increase digital access for local people.  Local groups and residents will be contacted about their needs.

 

In her absence, Carole Laverick, Arboretum Tenants and Residents Association, requested the following concerns were noted:

·  Risks of Covid-19 spread with the return of university students to the area.

·  Proliferation of houses of multiple occupation and the consequences of that, including a build-up of rubbish over the summer.  Residents were told that they had to pay for rat clearance.

·  Road barriers put up the day after leaflets were delivered and without consultation.

 

The Committee discussed these concerns and the following points were made:

 

a)  Cleanliness and rubbish is an issue that is taken seriously and it is recognised that in Radford and the Arboretum levels of cleanliness in some areas are not as good as desired and require more attention.  There is a risk that the return of students to the area could make the issue worse.  Councillors in the Arboretum area are meeting with officers from the Cleansing Team to see what can be done.  The Neighbourhood Action Team for Radford is also looking at cleanliness issues, including commercial waste issues on areas such as Alfreton Road.  It was suggested that part of the issue may be related to the closure of recycling centres over the summer and since then deep cleans have been taking place.

 

b)  Councillors are aware of concerns around parties and gatherings by students and associated risks to the spread of Covid-19. Amy English, Neighbourhood Inspector for the City, gave an update on Police and Community Protection activity in the City Centre area, highlighting the following points:

 

a)  In the City Centre all crime has fallen by 17.2% compared with the previous year and this is better than the picture across the whole Police Force area.

 

b)  There has been an increase in anti-social behaviour and much of this is related to the Covid-19 pandemic. 

 

c)  Within the overall reduction in crime levels, there has been a rise in domestic crime of 3% and hate crime of 10%.  This increase is being explored to see whether it reflects an increase in crime being carried out or an increase in trust and confidence to report.

 

d)  The Control Room response to calls has improved, especially over the summer.  Previously, if calls came in during ‘out of hours’ they were just signposted to other agencies but it was recognised that this is not the response that the community expects.  Although they have to be prioritised, all calls now get a response (rather than signposting) and call handlers have been trained to show more empathy in their approach.  This has received positive feedback.  It is acknowledged that there are still some issues with citizens reporting that they are unable to get through on the 101 number straight away but things are improving.

 

During the subsequent discussion, the following points were raised:

 

e)  There was a small rise in domestic violence cases during the lockdown period but not as high as reported nationally.

 

f)  Street drinking in some areas of Hyson Green is an issue.  The Police are aware of this and begging issues in the area and it is a top priority to address.  There are fortnightly multi-agency meetings taking place to ensure that the right partners are engaging with individuals.  There will also be two days of action in October focused on street drinking and this will be followed up by enforcement action.

 

g)  The Police will continue with their approach to dealing with Covid-19 related incidents by engaging, explaining and encouraging people to comply with requirements in the first instance, but enforcement action will be taken if necessary.  This is in line with the approach across Nottinghamshire Police and nationally. Citizens should report any incidents to 101.

 

h)  The Community Protection Response Car is staffed by two Community Protection Officers and will be able to attend more noise related incidents in response to concerns of residents.  The Car will be in operation at the following times: 4pm until 12am Monday to Thursday, 5pm until 1am on Friday and Saturday and 2pm until 10pm on Sundays.  There are possibilities that it could operate later into early mornings if there are sufficient staff.

Public Space Protection Orders - proposed extensions

David Scothern, Principal Enforcement Officer Community Protection, presented the report regarding the proposed extension of four Public Spaces Protection Orders.  He highlighted the following points:

 

a)  The Public Spaces Protection Orders (PSPOs) were originally Gating Orders that were subsequently converted to PSPOs following changes under the Anti-social Behaviour, Crime and Policing Act 2014.

 

b)  The Orders prohibit access to land as detailed in the respective Order and there are barriers in place at each entrance to the restricted areas to enforce the restrictions.

 

c)  PSPOs have a maximum term of three years but can be renewed.

 

d)  Consultation has taken place in relation to each of the proposed extensions.  All responses received have been in support of the proposed extensions.

 

During the subsequent discussion the following points were raised:

 

e)  There is a requirement that Orders should be reviewed periodically.  There is no formal review process in place other than in relation to the timetable for extension or discharge but they would be reviewed if concerns were raised during the intervening period.  There have been no concerns raised about the existing Orders for a considerable time.

 

f)  The barriers are checked periodically and the gates and signage currently appear to be in good order. 

 

g)  There was a limited response to the consultation which indicates a lack of concern about the proposed extensions.

 

h)  There is nothing to indicate that the existing Orders have transferred anti-social behaviour elsewhere and the problems have stopped.

 

i)  An Equality Impact Assessment has been carried out and officers have looked at the implications for some people of having to travel further than they otherwise might need to.  Residents at adjacent properties have been written to about the proposed extensions and no one has raised concerns in relation to this.

 

j)  If extended, the Orders will be advertised on the Council’s website and current signage will be updated.

 

 

Resolved

 

1)  that being satisfied that the test in Section 59 of the Anti-social Behaviour, Crime and Policing 2014 Act is met and having regard to the rights of freedom of expression and freedom of assembly, to extend the Nottingham City Council (Camomile Gardens, Radford, Nottingham) Gating Order 2008 (GO 5002) for a further three years from 19 October 2020 and authorise the Director of Community Protection to carry out the necessary advertisements and arrangements for appropriate signage to be erected where necessary in accordance with the legislative requirements;

 

2)  that being satisfied that the test in Section 59 of the Anti-social Behaviour, Crime and Policing 2014 Act is met and having regard to the rights of freedom of expression and freedom of assembly, to extend the Nottingham City Council (Holland Street, Arboretum, Nottingham) Gating Order 2014 (GO 5012) for a further three years from 19 October 2020 and authorise the Director of Community Protection to carry out the necessary advertisements and arrangements for appropriate signage to be erected where necessary in accordance with the legislative requirements;

David Scothern, Principal Enforcement Officer Community Protection, presented the report regarding the proposed extension of a Public Spaces Protection Order in the vicinity of Bentinck Primary School.  He highlighted the following points:

 

a)  Restrictions were originally put in place to tackle anti-social behaviour in the area.  Bentinck Primary School has said that while anti-social behaviour hasn’t completely ceased, it has improved and therefore they would like the Order to continue.

 

b)  An Equality Impact Assessment has been completed and due regard given to it.

 

c)  Consultation carried out in relation to the original Order did not raise any adverse comments about the potential impact on those with disabilities or limited mobility, and he is not aware of any complaints that have been raised in relation to this since.

 

Resolved that being satisfied that the test in Section 59 of the Anti-social Behaviour, Crime and Policing Act 2014 is met and having regard to the rights of freedom of expression and freedom of assembly, to extend the Nottingham City Council in the vicinity of Bentinck Primary School Restriction of Public Rights of Way Public Spaces Protection Order 2017 for a further three years from 12 November 2020 and authorise the Director of Community Protection to carry out the necessary advertisements and arrange for appropriate signage to be erected where necessary in accordance with the legislative requirements.

Gursharan Singh Nijran, Neighbourhood Development Officer, presented the report on the latest spend proposals for Area Capital Fund.  He highlighted the following point:

 

a)  Some work agreed under the 2019/20 Area Capital Fund has been delayed due to the Covid-19 pandemic.

 

The Committee noted that an updated version of Appendix 1 had been published since publication of the original agenda and that this had to be further amended to reflect the amount for the Pleasant Row scheme being £25,000 rather than £20,000.

The Committee thanked Council officers, partners and volunteers for their hard work during the Covid-19 pandemic.
