Clifton Town Centre update Presentation by Mark Armstrong, Town Centre Co-ordinator Minutes: Mark Armstrong, Town Centre Coordinator, provided an update on regeneration work in Clifton Town Centre, highlighting the following:
(a)
a bid has been submitted to the Future
High Street Fund for £8m of funding which would go towards
renewing the facades of the main shopping arcade and aiding
connectivity between new areas. One aim is to relocate the Royal
Mail sorting office and regenerate this area into an extension of
the market; (b) work to improve the entrance to Clifton Flower Park is now almost complete, with new grass and planting recently installed. The entrance is fully accessible for wheelchairs and motor scooters.

Presentation by Shaun Miles, Head of Markets and Fairs Minutes: Shaun Miles, Head of Markets and Fairs, gave a verbal update on Clifton Market developments, highlighting the following:
(a)
Clifton Market currently has a low occupancy rate of 50% on Fridays
and 20% on Saturdays. Modern markets need to provide a more varied
offer with specialist activities and events in order to
thrive; (b)
the Markets Team at the Council has a business manager who is
looking at new business models, which would encourage people to
dwell longer at the market. A new website for traders has been set
up with new branding; (c)
an action plan is being developed with Nottingham Trent University.
Other future plans include a power supply for food suppliers, more
community events, and offering incentives for traders to improve
occupancy; (d) redevelopment of the Royal Mail site would provide an improved market site which is less linear.

Local policing and Community Protection update Minutes: Sergeant Paul Ferguson, Nottinghamshire Police, updated the Committee on crime and policing in the Clifton area, highlighting the following:
(a)
total crime has reduced by 3.5% year to
date, with a reduction in violence by 28.3% and a reduction in
vehicle crime. There have been small increases in robbery and
theft; (b)
there was a stabbing on Green Lane in
June. This was a targeted attack and the perpetrator was
arrested; (c)
there was a spate of shed burglaries recently but two males have
been arrested and are now in prison; (d) there has been a reduction of anti-social behaviour on the tram following some targeted interventions.
CPO Jon Hartley provided an update on Community Protection, reporting on littering, fly-tips, dog fouling, untidy gardens and anti-social behaviour. 9 warning letters have been sent resulting in 2 notices. |

Additional documents: Minutes: Prairie Bryant, Neighbourhood Development Officer, introduced the report which focusses on current priorities and issues facing the two wards and gives details of forthcoming events and activities. Because of the creation of 2 new wards from May 2019, it reports on the final activities of the previous Clifton North and Clifton South wards. New ward priorities will be set in July 2019 to cover the new wards and these will be reported on from September 2019.
Parking remains an issue across Clifton. Parking schemes on Clifton Grove and Garrett Grove will both be enforced before September and the council is working with the university to identify alternative solutions.
RESOLVED to note the progress on ward priorities and other supporting information including the issues being addressed by each Neighbourhood Action Team, and upcoming opportunities for citizens to engage and ward performance data. |

Clifton Clean Champions Presentation by Alma Davies Minutes: Alma Davies provided an update on the work of the NG11 Clean Champions, highlighting the following:
(a)
the Clean Champions are made up of
dedicated residents who do 4 regular one-hour events per month. The
events are sociable and fun, good exercise and an opportunity to
improve the area; (b)
the Clean Champions are supported by the
Bridges Community Trust and the Hope Centre in Clifton. Events are
promoted mainly through Facebook; (c)
last year the team completed 25 events
and collected 165 bags of litter. This year to date, the team has
held 20 events and collected over 200 bags of litter; (d)
McDonalds, KFC, Tesco Express and Nottingham Trent University now
regularly keep their areas litter-free. Summerwood Adult
Centre’s citizens do a litter pick weekly as part of an
ongoing environmental project; (e) as part of the Keep Britain Tidy Great British Spring Clean, Alma registered the team and she has subsequently been appointed an ambassador of which there are 250 across the UK, who share knowledge with each other.

Updates and items of good news from Community Representatives Minutes: The following updates were provided by Community Representatives:

Good Companions has added two new friendship groups this year that
are growing weekly. It now has four groups at Clifton Methodist
Church Hall, Lakehead House, Highbank Community Centre and
Parkgate Community Centre. A new
co-ordinator has been appointed to help
with the new groups. ·
Clifton Advice Centre is looking for volunteers to sit on their
Management Committee. They are currently gathering statistics for
the new ward boundaries. ·
Silverdale Community Centre is campaigning to improve safety at the
local roundabout and bus-stop, funding
for which has now been secured. ·
In Clifton Village, work should commence on the Old Rectory in late
summer following the relocation of bats that were identified during a survey. The
Resident’s Association is concerned over the condition of the
dovecote on the village green and its general
deterioration. · The Clifton Green Team was set up four years ago to help clean the streets of Clifton. They are about to take part in the Keep Britain Clean project of cleaning 7 parks in 7 days in July. They recently completed their biggest litter clean to date, behind the shops on Southchurch Drive where 26 bags of litter were collected. |

Minutes: It was agreed that future meetings be held in Clifton at the later time of 6.30pm.
The proposed dates on Tuesdays were inconvenient for a number of Community Representatives and so it was agreed that Councillors would discuss an alternative day after the meeting. The clerk informed the Committee that the preferred day of Wednesday was unlikely to be available due to clashes with other Area Committees. |
