Reduction of Carbon in New Development Supplementary Planning Document (Carbon SPD) Report of the Executive Member for Housing and Planning Additional documents:
Minutes: Councillor Jay Hayes, Executive Member for Housing and Planning, presented the report.
Supplementary Planning Documents (SPDs) are documents which add further detail to the policies in the Local Plan. They can be used to provide further guidance for development on specific sites, or on particular issues. SPDs are a material consideration in planning decisions but are not part of the statutory Local Plan.
The Carbon SPD is a joint document produced in collaboration with Broxtowe Borough Council and provides detailed guidance on reducing carbon emissions in new developments, supporting policies in the Greater Nottingham Aligned Core Strategies Local Plan Part 1, Nottingham City Council Local Plan Part 2, and Broxtowe Local Plan Part 2. This SPD outlines strategies for energy efficiency, use of renewable energy, and sustainable construction, aligning with both Councils' climate emergency declarations and carbon reduction goals.
This SPD was approved for a period of public consultation which ran for six weeks, closing on Monday, 30th September 2024. A summary of the consultation comments is provided later in this report along with a Report of Consultation which details each comment made, a response on behalf of the Council and details of the changes made to the SPD as a result.
Resolved to
(1)
adopt the Reduction of Carbon in New Development Supplementary
Planning Document (SPD); (2) apply the Carbon SPD to all planning applications which are validated following its adoption.
Reason for decisions:
· The above SPD will help to ensure that the Council promotes the City’s carbon neutral ambitions.
Other options considered:
· Not producing the draft SPD. This would however result in a lack of comprehensive planning guidance to underpin the Local Plan and jeopardise the City Council’s development ambitions. The Carbon SPD will promote the City’s carbon neutral ambitions. |
