The item could not be included on the 28-day notice due to the very short window Local Authorities were given to confirm shortlisted bids and associated financial values. Government are expected to appraise shortlisted bids in July 2021 and notify successful applicants during the first week in August 2021, which will then require NCC to sign a funding agreement shortly thereafter, thus ensuring a 01 September 2021 start date for delivery.

Reason for urgency:
The item could not be included on the 28-day notice because the Competition that has been successfully run by Nottingham City Councils’ Midlands Energy Hub had a large number of applicants. Central Government would like to increase funding to increase the number of successful applications. The deadline to inform applicants if they have been successful is 26 July 2021. Therefore, the Variation to the MoU needs to be signed by this date in order for the funding announcement to be made in line with the agreed competition timeframes.

Reason for urgency:
The meeting is urgent and the business cannot be deferred because Central Government only confirmed an extension of the Covid Local Support Scheme on 22 June 2021. Discussions about how the money should be allocated were held (in light of the Holiday Activity Fund Programme, which also aims to support FSM pupils), and a decision was taken by the Corporate Director for People to use the money for vouchers, and the process for getting approval of the scheme/spend began on 1 July 2021.

As the school term ends for some city schools on 20 July 2021 (and parents need to be informed by the schools of the process of application prior to closing for the school summer holidays), there was not enough time to give 28 days' notice.
