Council response

Safety Cameras, Ilkeston Road

Thank you for contacting Nottingham City Council with the concerns about vehicle speeds on Ilkeston Rd raised in you petition.

I can confirm that Nottinghamshire Police do undertake speed enforcement at several places along Ilkeston Road and they have not raised any concerns about extreme speeds recorded as part of their work.

Nottingham City Council receives money from the Government for highway improvements although with the recent spending reductions this has reduced. This means we are generally only able to implement road safety schemes in phases over a number of years particularly as the type of improvement schemes that can meaningfully address excessive speeds on roads like Ilkeston Road are expensive and take a large amount of planning.

The main roads in Nottingham carry very large volumes of road traffic and are used by pedestrians and cyclists in high numbers. They do have a range of road safety problems but to manage resources effectively we have to prioritise attention to address issues and locations that experience the greatest problems based on a combination of the total number, the severity and type of road user injured per year per kilometre. Our road safety programme then investigates and looks to implement as many schemes as possible to address these sites within the funding available.

Safety cameras are effective at managing speeds over a length of route and as you will be aware these have been used in Nottingham on a number of routes and have been very effective at reducing accidents. Unfortunately they have to meet very strict Government operational procedures and are very expensive to install. In addition they have large ongoing maintenance and operating costs. Any fines

raised through the Courts for speeding penalties are paid directly to Government and are not available to support the continued operation of the cameras or installation of new sites. This means safety cameras may not be the most cost effective solution for addressing safety issues and investigations may propose alternative measures, such an interactive signs or changes to the road layout, to address any road safety problems.

The A609 Ilkeston Rd, between Canning Circus and Lenton Blvd has had a road improvement scheme in 2008. This scheme made a number of changes to improve the safety of the road including bus and cycle lanes, parking restrictions around the junctions to improve the visibility. The result of this work has increased safety and has taken the road from 15th to 56th place in the list of roads with accidents.

I appreciate that safety is extremely important and we will continue to monitor roads to ensure funding is directed to the most serious problem areas. Unfortunately it is unlikely that Ilkeston Road will be a priority in the near future, however, we will be reviewing the potential for improvements for the 2017/18 financial year.

In the meantime it is possible for local citizens who are concerned about speeding in their area to create “Community Road Safety” groups and work with the local policing team to monitor speeds. The information can then be used to target further action. If this is of interest then you may wish to contact the local policing team and I can provide you with their contact details.

Yours sincerely,
