The item could not be included on the 28 Day Notice because there has been extensive work undertaken to develop the new Pay and Progression model for registered workers within Adult Social Care, including the accommodation of suggestions and amendments from relevant stakeholders. In order to meet payroll deadlines the decision needs to be implementable by the 1st June
