Reason for urgency:
This decision could not be included on a 28-Day Notice because the Government's Department for Business, Energy and Industrial Strategy requires a Memorandum of Understanding to be completed during August so that the Energy Efficiency Upskilling Competition can be launched in September, to ensure optimum delivery during this financial year. Therefore, a decision is needed urgently to ensure that the challenging requirements can be delivered and that the funding is not put at risk.
