Reason for urgency: the item could not be included on the 28 day notice because the contracts for accredited homecare provision come to an end on 31 March 2019. The urgency to make the decision as soon as possible is to enable contracts to be issued for 1 April 2019, this will ensure continuation of essential services to citizens.
