Reason for urgency: The item could not be included on the 28-day notice due to the very short window Local Authorities were given to confirm shortlisted bids and associated financial values. Government are expected to appraise shortlisted bids in July 2021 and notify successful applicants during the first week in August 2021, which will then require NCC to sign a funding agreement shortly thereafter, thus ensuring a 01 September 2021 start date for delivery.
