Reason for urgency: This decision could not be included on a 28-Day Notice because there is currently a 30% vacancy rate in the Finance Service, and a decision to appoint interim cover for vacancies in the establishment pending permanent recruitment is required urgently so that the Service is able to continue to fulfil all of its statutory functions.
