Reason for urgency: The item could not be included on the 28 Day Notice because the decision needs to be approved before the 28 day notice period lapses as BEIS (the funding body) require us to spend funds to purchase enhanced Retrofit Academy memberships before 30th September 2022 and due to the short timescale to issue the funds to LAs to deliver this financial year.
