Reason for urgency:
The item could not be included on the 28 Day Notice because it has an interdependency with the wider MTFP report that was still being finalised by Finance colleagues – the funding has been dependant on those discussions. The meeting is urgent and the business cannot be deferred because the outcome of Exec Board will needs to progress through to ACOS and then through consultation and negotiation with the trade unions for a target implementation date of 01 April 2023. Delays are unlikely to allow us to achieve this.

It is not in the public interest to disclose this information because of the sensitive nature of the financial and business affairs referred to and the consultation with trade unions this report envisages. Public disclosure could prejudice the contractual negotiations required.
