Reason for urgency:
The item could not be included on the 28 Day Notice because procurement and spend approvals for associated frameworks / contracts are required for the start of the new financial year and, due to service a redesign between Waste and Greenspace & Natural Environments, the requirements for which have been adapted, it was unclear if it would be ready in time for the March meeting and, as there is no April meeting due to the election. a decision cannot wait until May / June.
