The public interest in maintaining the exemption outweighs the interest in disclosing the information as (1) revealing the financial modelling to suppliers could compromise the Authority’s ability to effectively manage the market, potentially resulting in higher costs, and (2) disclosing the information outlining potential legal implications of the proposed course of action could risk the Council’s position being influenced by public disclosure of those implications.
