Police and Community Protection Update

Minutes:

Katalin Kiss and Tom Lynk, Community Protection Officers, gave a verbal update to the committee on work taking place within the wards. They highlighted the following points:

 

(a)  student engagement and enforcement has been taking place in Radford, Park, Lenton and Derby Road;

 

(b)  the academic year to date has seen 866 Community Protection Notice Warnings (CPNWs), 101 Community Protection Notices (CPNs), 62 Fixed Penalty Notices (FPNs), 410 alcohol confiscations and 1043 Section 46s (bin on street enforcement) issued;

 

(c)  a further breakdown of these figures shows that 277 CPNWs, 75 CPNs and 55 FPNs were issued for bins on the street, whilst 589 CPNWs, 26 CPNs and 7 FPNs were issued for noise levels.

 

(d)  large scale parties have reduced in recent years, although there is still a problem with loud music in student houses and taxis arriving back to student houses in the early hours;

 

(e)  late night patrols have been taking place in conjunction with support from the Universities;

 

(f)  there has been an ongoing issue with fly-tipping in Radford and Park with 4 or 5 individuals being caught and fined;

 

(g)  begging in Radford and Park has increased due to pressure on spaces in the city centre pushing homeless people further out into the inner city areas.

 

The Committee’s questions were responded to as follows:

 

(h)  fly-tipping has become a real issue on Churchfield Lane and the Lenton triangle.

 

Inspector Riz Khan, Neighbourhood Policing Inspector for Arboretum, Berridge, Dunkirk and Lenton, Radford and Park and Wollaton East and Lenton Abbey, gave a verbal update on policing issues in the area.

 

The Committee’s questions were responded to as follows:

 

(i)  initiatives are being developed with funding from the Police Crime Commissioner’s Office to tackle drug crime in Arboretum. Additional patrols have been taking place in and around the Forest Recreation Ground;

 

(j)  regarding the increase of 22 Crimes of Violence with Injury in Lenton, 50% of these offences have been reported at the Queen’s Medical Centre, so not all have happened on the area, but because the QMC is in the Dunkirk Ward, the figures are skewed;

 

(k)  with the increase of 85 Crimes of Violence with Injury in Radford & Park, there are no patterns or significant repeat locations, the crimes are scattered around the ward, so no specific hot spot can be targeted;

 

(l)  scatter maps can be provided for councillors to help them understand where the crime hot spots are in their wards.

Issues and Good News Stories

Verbal updates from Community Representatives.

Minutes:

Community representatives took the opportunity to update the committee.

 

Kate Loewenthal informed the committee that a community celebration event is taking place in Lenton on Saturday 6 April from 12pm to 2pm. The ‘Lentonness’ event has been organised by Rebecca Beinart in meetings with councillors and community representatives. An LED light display on the side of the Savoy Cinema on Derby Road will feature over 50 definitions of what it means to live in Lenton.

 

Councillor Anne Peach brought to the attention of the committee the Creative Cafés which have been organised by ArtSpeak, a Big Lottery Fund outreach programme from Radford Care Group to fund creative activities for over 60s. Councillor Peach also mentioned that they are looking for participants or helpers for these events. They are taking place at the following times:

 

·  Wednesday 10 April, 2pm – 4pm, The Meadows, The Pavillion at Queens Walk Recreation Ground;

 

·  Friday 12 April, 11am – 1pm, Clifton Library;

 

·  Wednesday 17 April, 11am – 1pm, Strelley Library;

 

·  Thursday 18 April, 11am – 1pm, Bulwell Library.

 

Rosie Jarrett explained that since cameras were installed in her area, fly-tipping has gone down, although there is still a gap between the wall and the fence in Pleasant Row which is used to dump rubbish. This was brought to Katalin Kiss to follow up. There is also a clear-up and picnic event happening at Kirkstead Street Playground.

Paul Howard, Area Housing Manager for Nottingham City Homes, introduced the report highlighting key issues and themes linking back to strategic themes and local priorities for Nottingham City Homes. He highlighted the following points:

 

(a)  in the Capital Programme and works undertaken by Nottingham City Homes, they are looking to move away from subcontractors and take more of the work back in house;

 

(b)  a Fire Safety Day is taking place on Thursday 18 April;

 

(c)  NCH is undertaking targeted visits to residents with vulnerabilities to make sure that they are receiving appropriate support;

 

(d)  repainting of communal areas in properties on Canning Circus and Radford Boulevard;

 

(e)  the Tenant and Leaseholder Awards 2019 are taking place on Thursday 21 March at the Council House with three NCH tenants being shortlisted for awards;

 

(f)  the ASB Audit took place and the performance figures were very positive;

 

(g)  the NCH Big Spring Clean will be starting again at the end of March and will run until the end of June. More information will be available on the website and Facebook page;

 

(h)  NCH are looking for the approval of the committee for a contribution from the Dunkirk and Lenton Departmental Budget towards the extension of the patios towards the new build bungalows on Park Street, Lenton (see Appendix 3).

 

The Committee’s questions were responded to as follows:

 

(i)  the sealed off entrance to the underpass next to the Thomas Helwys Baptist Church in Lenton will be decorated with a mural, tiling and plant beds along the edges.

 

RESOLVED to:

 

(1)  note the update performance information in Appendices 1 and 2 of the report published with the agenda;

 

(2)  to approve the schemes detailed below and circulated in Appendix 3:

·  Park Street, Lenton, Contribution towards the extension of the patios to the new build bungalows: £3,868.92.

Report of the Director of Community Protection.

Minutes:

Linda Wright, Neighbourhood Development Officer for Nottingham City Council, introduced the report focusing on the current priorities and issues being addressed by each Neighbourhood Action Team (NAT), which included:

 

(a)  Arboretum – Reducing overall crime and particularly youth related violent crime, sustaining and increasing youth activities, increasing recycling, removing bins from streets identified by the NAT, and cleaning alleyways;

 

(b)  Dunkirk and Lenton – Managing student noise nuisance, improving parking around local schools, and reducing overflowing bins on some streets; 

 

(c)  Radford and Park – Resurfacing Barrack Lane, addressing park issues, and delivering a long term Radford Action Plan.

 

The Committee’s questions were responded to as follows:

 

(d)  the Neighbourhood Action Teams work with councillors, residents’ associations, charities, community organisations and the police to address these priorities.

 

RESOVLED to note the progress on Ward priorities, and against the existing Council Plan.
