RESPECT FOR NOTTINGHAM SURVEY RESULTS Presentation by Katy Follows, Community Safety Officer, Crime and Drugs Partnership Minutes: Katy Follows, Community Safety Officer, South Locality, presented the Committee with the following information in relation to the Nottingham Crime and Drugs Partnership Respect Survey 2013 findings:
(a) face to face interviews were carried out with a random sample of 2,700 City residents that are representative of all wards and deprivation levels in the City;
(b) the final data from the survey has been weighted to correct for the disproportionate sampling scheme used. The data has been weighted to the 2011 census on ward and age and gender at ward level;
(c) the margins of error, confidence intervals and confidence levels are: · City wide +/- 2% (interval of 4%); · ward +/- 10% (interval of 20% (approximately)); · Arboretum +/- 4% (interval of 8%); · Dunkirk and Lenton +/- 4% (interval of 8%); · Area 6 Committee +/- 6% (interval of 12%); · the confidence level is usually reported at 5%, ie 5% chance that the data collected in the sample just by random chance has abnormally high or low values that don’t represent the population;
(d) the overall feel from the survey is: · things continue to improve; · almost all types of anti-social behaviour (ASB) have seen a statistically significant improvement; · lowest levels of perception of ASB; · highest levels of confidence in the Police and Council;
(e) before being prompted with types of ASB 70% of those surveyed had nothing they wanted to say, 13% said noise/loud music was an issue and 10% said drug use/dealing was an issue;
(f) when asked who causes ASB the responses were: · teenagers (nearly 20%); · youths/youngsters/young people (over 15%); · specified address/person/family/group (nearly 15%); · students (over 10%); · children/kids/school children (over 10%); · other (10%); · neighbours/local residents (less than 5%); · drug users/dealers (less than 5%); · young men (less than 5%); · people in their 20s (less than 5%); · drunks/people leaving pubs (less than 5%); · unspecified groups or gangs (less than 5%); · adults and old age groups (less than 5%); · unemployed (less than 5%); · homeless (less than 5%);
(g) perceptions of ASB in the City Centre which are a very or fairly big problem are: · people being drunk or rowdy in public spaces (40%); · begging (38%); · street drinking/drinking alcohol in the streets (36%); · rubbish and litter lying around (25%); · people using or dealing drugs (18%); · intimidation as a result of groups/gangs of young people hanging around on the street (17%); · vandalism/criminal damage (14%); · fly posting (12%); · graffiti (11%); · dog fouling (11%). All of these have reduced since 2011 except begging which has increased;
(h) perceptions of ASB in local neighbourhoods which are a very or fairly big problem are: · dog fouling (34%); · rubbish and litter lying around (31%); · parents not taking responsibility for the behaviour of their children (18%); · people using or dealing drugs (18%); · people being drunk or rowdy in public spaces (17%); · fly posting (17%); · street drinking/drinking alcohol in the streets (16%); · motorbikes/motorised scooters/mini motos/quad bikes (16%); · intimidation as a result of groups/gangs of young people hanging around on the street (14%); · noisy neighbours or loud parties (14%); · vandalism/criminal damage (13%); · fly ... view the full minutes text for item 8. |

DALES WARD PROPOSED DOG CONTROL ORDERS PDF 192 KB Report of the Director of Community Protection Additional documents:
Minutes: Abu Belim, Principal Enforcement Officer, City South, introduced the Director of Community Protection’s report detailing the two proposed Dog Control Orders for the Dales ward: · an Order requiring the removal of dog faeces over the land detailed in Appendix 2 of the report; and · an Order requiring dogs to be kept on a lead of not more than 60 inches in length over the land outlined in Appendix 1 of the report. The Committee had previously discussed this at its 11 February 2014 meeting (minute 39).
He highlighted that Councillor David Mellen has received some representations about the green area within Greens Mill Park being included as it is the only location in that part of the ward where residents can exercise their dogs off a lead. In response to this a further plan has been prepared (Appendix 6 of the report) and if the Area Committee wished to use the amended plan the change would not need to be consulted on.
During discussion the Committee and others in attendance made the following comments:
(a) the Dales is the first ward in the City to introduce Dog Control Orders, but dog fouling is a big issue and there is also an issue with dog attacks when dogs are not on leads;
(b) people feel safer when dogs are kept on leads in built up areas;
(c) the children’s playground in the green area at Greens Mill Park is fenced in so more consultation is required on whether it should be included in the Order requiring dogs to be kept on leads or whether it should be an exception;
(d) Dog Control Orders should be introduced across the City;
(e) dogs should be kept on leads on the green area at Greens Mill Park for the safety of children;
(f) dogs not being kept under control is a longstanding issue and people are in favour of the Orders as it puts some control in place;
(g) having different types of Orders in different areas and across the City could be confusing for citizens;
(h) the Topper isn’t widely distributed so many people wouldn’t have seen the consultation notice;
(i) an £80 fine isn’t high enough, it should be £100;
(j) there have been lots of responses to the consultation and a minimum of 3 public meetings to discuss the proposals;
(k) dogs also need to be kept under control when they are on leads but the legislation doesn’t appear to cover this;
(l) residents need somewhere close by to exercise their dogs off the lead so the green area at Greens Mill Park should be excluded from the Order;
(m) the use of the Topper for advertisements may need to be checked for appropriateness if it isn’t widely circulated;
(n) people often let their dogs into the playground on the green area at Greens Mill Park to keep them away from other dogs.
