Report of the Director of Neighbourhood Services

Minutes:

Beth Hanna, Neighbourhood Development Officer, introduced the report inviting the Committee to confirm the appointments of Community Representatives from the Berridge and Sherwood wards.

 

Committee members were concerned at the small number of organisations engaging with the Area Committee.

 

RESOLVED to

 

(1)  confirm the appointments of the Community Representatives from the Berridge and Sherwood wards as detailed below:

 

Angela Kandola – AWAAZ

Ben Rosser – The Pythian Club

 

(2)  explore options for alternative venues for the Area Committee meeting in future.

19.

Neighbourhood policing update

Verbal update

Minutes:

Inspector Robert Wilson and Sergeant Nicholas Wealthall, Nottinghamshire Police, updated the Committee on crime and policing the area, highlighting the following:

 

(a)  there are ongoing issues with young offenders in the New Basford area, but significant progress has been made through interventions and support;

(b)  Domestic Violence reduction is an ongoing priority. It is often under-reported so there is a need to be supportive and make arrests as quickly as possible;

(c)  burglary in the Berridge area reduced in July but the increased again in August. Most is in the Forest Fields and Sherwood Rise areas;

(d)  extensive planning has been made for Goose Fair to ensure that it runs smoothly;

(e)  a significant rise in anti-social behaviour reported on 7th September was due to travellers staying in the area;

(f)  there have been problems in the Sherwood ward with anti-social behaviour at Selkirk Way and drug dealing around Bernard Street;

(g)  there are ongoing problems around the prison where it is adjacent to housing. Trees and fencing have been installed but there is no quick fix. High visibility days help to avoid throw-overs but these are resource intensive;

(h)  there has been an increase of burglary of retail premises on Mansfield Road, and a slight increase in dwelling burglaries in the area.

20.

Ward Antisocial Behaviour and Designing Out Crime

Verbal update from the Portfolio Holder for Community and Customer Services.

Minutes:

Councillor Toby Neal, Portfolio Holder for Community and Customer Services, asked Councillors to look through planning applications for their area to identify any possible changes to reduce crime implications. There will be a report circulated soon with a list of observations for them to look out for.

 

Councillor Neal also said that information should be collected on problem residents and reported to Community Protection, and that Neighbourhood Action Team (NAT) meetings are being reviewed as there is some confusion currently as to whether councillors should attend. Sherwood councillors said that they feed into the NAT meetings but don’t attend.

Local Plan Part 2: Land and Planning Policies Document – Revised Publication Version pdf icon PDF 899 KB

Report of the Chief Planner and the Corporate Director for Development and Growth

Minutes:

Matthew Grant, Senior Planner, Planning Policy and Research, introduced the report consulting the Committee on revisions to the Local Plan Part 2: Land and Planning Policies Document, highlighting the following:

 

(a)  the Core Strategy, or Local Plan Part 1, was adopted in 2014. The Local Plan Part 2 has had three previous rounds of consultation and this will be th final round prior to submitting for independent examination;

(b)  there is very little material change in this round, with the main focus remaining sustainable development and provision of family housing;

(c)  if sites have been changed it will be either because the development principles have been amended to better reflect council priorities, as a result of consultation, or to reflect recent planning permissions. Some sites have been deleted or reduced as they are complete or substantially complete, or due to new information from owners;

(d)  there are four relevant sites in the Berridge and Sherwood area: Edwards Lane – Former Haywood School site, Lortas Road, Haydn Road and Mansfield Road- Sherwood Library;

(e)  consultation will take place between Friday 29 September and Friday 10 November 2017.

 

RESOLVED to note the Local Plan Part 2: Land and Planning Policies document (Revised Publication Version) and the accompanying Policies Map changes will be published for representations, and the period for making representations ends on 10 November 2017.

Area Based Grant progress report pdf icon PDF 349 KB

Report of the Business Development Manager, NG7 Training Employment and Advice

Minutes:

Javid Khalil, NG7 Training, Employment and Advice, introduced the report providing progress on the Area Based Grant for the first quarter of year 2, highlighting the following:

 

(a)  there are four priorities in Berridge and Sherwood: Employment and Skills Support, Young People, Support for Community Infrastructure and Support for local Voluntary and Community Services;

(b)  KK Sports will deliver targeted activity in the Berridge ward with a focus on provision of holiday clubs and universal provision;

(c)  NG7 has commissioned Breaking Barriers and Building Bridges and the Pythian Club to undertake a 10 week programme to address the issue of knife crime in Basford;

(d)  activity is ongoing to support the establishment of the effective running of the four community centres in the area, with better governance arrangements and activities 5 days a week at all of them;

(e)  targets for Quarter one in all priorities have been met, with the majority having been exceeded. Some targets have been greatly exceeded such as the number of job/work clubs being delivered which has been 144 out of a target of 25, and the number of universal youth support sessions delivered which has been 63 out of a target of 30;

(f)  New Basford Community Centre has improved and is seeing increased usage. There is also new management in place at Edwards lane Community Centre. All four centres across the area are used by a range of user groups and are open daily including some evenings and weekends.

 

The following points were made during the discussion which followed:

 

(g)  improvements at Community Centres will be monitored and analysed, to make sure the improvement continues and to apply learning to other centres. NG7 also meet regularly with providers and receive quarterly monitoring data;

(h)  some organisations delivering youth provision need some extra training for youth work principles and practice, looking at area or city wide training opportunities.

 

RESOLVED to note the progress and performance report for year two, quarter one activity for the Area Based Grant by the appointed area based lead organisation – NG7 Training, Employment and Advice.

Wade Adams, Area Housing Manager, Nottingham City Homes (NCH), introduced the report providing summary updates on the following key themes:

·  capital programme and major work;

·  area regeneration and environmental issues;

·  key messages from the Tenant and Leasehold Congress;

·  Tenant and Residents Association updates;

·  area performance;

·  good news stories and positive publicity.

 

Wade highlighted the following:

 

(a)  the decent homes programme is continuing around the city with new kitchens and bathrooms being renewed when required. Wood double glazed windows and slate roofs are being replaced through a planned programme of works;

(b)  there has been some issues around parking and a broken lift at Woodthorpe and Winchester Courts, both of which are being resolved;

(c)  street of block champions is a new initiative for tenants and leaseholders to be an important voice in their area, providing a valuable link between NCH and  their neighbourhoods;

(d)  the sterile corridor policy is being enforced more strictly across the city, including at Woodthorpe and Winchester Courts, meaning that certain goods will be removed from corridors that cause obstructions;
