The Committee confirmed the minutes of the meeting held on 16 December 2013 as a correct record and they were signed by the Chair.

PROPOSED REVISIONS TO THE STATEMENT OF LICENSING POLICY 2014 pdf icon PDF 20 MB

Report of Director of Community Protection

Minutes:

The Committee considered a report of the Corporate Director of Community Protection, detailing proposed revisions to the Authority’s Statement of Licensing Policy 2014 and requesting authorisation to release the revised Policy for public consultation, prior to its submission to Council on 12 May 2014.

 

Angela Rawson, Licensing Manager,  presented the report and stated the following:

 

(a)  that the Crime and Drugs Partnership and Jennifer Guiste, Principal Enforcement Officer, have raised concerns that the effect of cumulative impact has spread beyond the existing designated area and, therefore, propose the addition of two areas (SZ1 and SZ2 in appendices 2 and 3 to the report) to the City Centre Saturation Zone;

 

(b)  it is also proposed that revisions are made to paragraphs 6.32 and 6.33 and appendices B and C of the Policy to reflect these additions and to address the issue of cumulative impact within them (detailed in appendix 4 of the report);

 

(c)  the addition of SZ2 will also help to align the Policy with other Council Policies, such as the emerging ‘Land and Planning Policies Document’ and the ‘Time and Place Plan’;

 

(d)  It is proposed that the outcome of the public consultation (including any proposed amendments) be reported back to Council later in 2014.

 

During discussion, the Committee welcomed and supported the proposals and stated that the extensions to the Saturation Zone would assist with a continued reduction in crime and anti-social behaviour, in line with the Licensing Objectives.

 

RESOLVED to note the proposed revisions to the Statement of Licensing Policy and that the proposed revised Policy will go out to public consultation prior to submission to Council for final approval.
