MEMBERSHIPS / MEETING DATES OF LICENSING PANELS IN 2014-15 PDF 241 KB Report of Director of Legal and Democratic Services Minutes: The Committee considered a report of the Director of Legal and Democratic Services outlining the administrative procedures and discharge of licensing business by the Authority.
RESOLVED
(1) to create 3 sub-committees (to be known as Licensing Panels A, B and C), each consisting of three from the pool of Councillors named below, including at least one named Chair, with substitutes to be drawn from all Councillors of this Committee:
(2) to create a sub-committee, known as Special Licensing Panel, ideally comprising the three Chairs named in (1) above but, if necessary, with the ability to use any Councillor on this Committee;
(3) to note the table of delegated functions set out in Appendix 2 of the report, which forms the remit of this Committee as per the Council’s Constitution and relevant legislation;
(4) to note the following:
(a) that notice of Licensing Committee meetings will be given as and when required;
(b) that Panel meetings have been arranged as detailed in Appendix 3 of the report;
(c) in relation to the Special Licensing Panel:
(i) that meetings will be arranged as required to determine complex or contentious licensing applications and to determine reviews of licences;
(ii) that the Head of Public Protection is responsible for the referral of applications and reviews to the Special Licensing Panel, following consultation with the Chair or Vice-Chair of the Committee;
(iii) the allocation procedure used for arranging Special Licensing Panel meetings, as detailed in Appendix 4 of the report.
