Angela Rawson, Regional Licensing Manager, presented the report for noting, which detailed the Council’s new ‘Statement of Gambling Policy’. It was stated that the draft Policy was to be submitted to Council on 09 July 2018 for approval to go out for an 8-week public consultation, followed by re-submission to Council in November 2018 for final approval. The Policy would then come into effect on 31 January 2019 for a 3-year period.

 

RESOLVED that the ‘Statement of Gambling Policy’, as detailed in appendix 1, and the timescale for implementation, be noted.

Angela Rawson, Regional Licensing Manager, presented the report for noting, which detailed the Council’s new ‘Statement of Licensing Policy’. It was stated that the draft Policy was to be submitted to Council on 09 July 2018 for approval to go out for an 8-week public consultation, followed by re-submission to Council in November 2018 for final approval. The Policy would then come into effect on 07 January 2019 for a 5-year period.

 

RESOLVED that the ‘Statement of Licensing Policy’, as detailed in appendix 1, and the timescale for implementation, be noted.

Angela Rawson, Regional Licensing Manager, presented the report, which detailed the Council’s draft ‘Cumulative Impact Assessment’ (CIA) and informed the Committee of a new requirement, under section 5A of the Licensing Act, for it to become a statutory, formal publication.

 

It was stated that the proposal, following receipt of evidence from Nottinghamshire Police and the Council’s Community Protection Team, was to retain the current Cumulative Impact Zones (of ‘City Centre’ and ‘Berridge, Arboretum and Radford’) and release the draft ‘Cumulative Impact Assessment’ for public consultation.

 

In response to questions, the following was stated:

 

·  a list of streets and property numbers was being compiled to definitively identify properties within the ‘Zones’;

 

·  ‘Zones’ cannot be expanded / created pre-emptively, such as prior to a large housing development, it has to be done following receipt of a request with evidence of a need to expand / include an area.

 

RESOLVED that

 

(1)  the draft ‘Cumulative Impact Assessment’, as detailed in appendix A, be approved for release for an 8-week public consultation period;

 

(2)  following the consultation period, the responses will be submitted to this Committee and a final decision made.
