The minutes of the last meeting held on 06 May 2022 were agreed as a correct record and were signed by the Chair.

Report of Director of Community Protection

Melanie Bird, Licensing Compliance Manager, presented the report, which detailed responses received to consultation undertaken during 9 May to 1 July and 20 July to 03 August 2022 in respect of a proposed recommendation that Council, at the meeting to be held on 12 September 2022, be requested to revoke the Council’s Late Night Levy Scheme (LNL).

During discussion, and in response to questions, it was stated that:

·  of the 144 premises liable for the LNL consulted (48 within the city centre and 96 outside the city), 28 responses had been received. 2 late responses had been received from the universities, who were in favour of revocation of the Scheme;

·  the issue had also been discussed at Pubwatch, and the proposal and consultation was known about within the trade;

·  the Police and the Office of the Police and Crime Commissioner had also responded, but were not in favour of revocation of the scheme;

·  a large number of venues in the City Centre were part of the Nottingham BID, membership of which exempts the premises from the Levy;

·  the BID had separately funded various safety schemes and Best Bar None, and will continue to do its work independently of the LNL Scheme;

·  the costs for Community Protection Officers’ work in the night time economy were met jointly from a City Council budget and the Late Night Levy, and will continue to be adequately funded should the LNL be revoked;

·  should the LNL be revoked, it would cease as of 31 October 2022.

The Chair also indicated that she was aware that Southampton and Cheltenham had revoked their LNL Schemes and she felt that a similar approach in Nottingham was reasonable, bearing in mind the considerations outlined in the report.

Resolved that this Committee recommends that Council, at its meeting to be held on 12 September 2022, revokes the Council’s Late Night Levy Scheme, with an end date of 31 October 2022.
