NOTTINGHAMSHIRE POLICE

Verbal Update from Inspector Gordon Fenwick

Minutes:

Inspector Gordon Fenwick of Nottinghamshire Police, provided an update to the Committee, highlighting the following points:

 

(a)  there has been a recent split in the geographical areas covered by Inspectors, and a reorganisation of the Police. As a result, the Wollaton and Lenton Abbey area is now covered by 2 Police Inspectors;

 

(b)  in the Lenton area, crime in general is comparable to levels last year, but with one issue – there has been a significant increase in shed burglaries. An arrest has been made of a prolific offender so shed burglary figures will come back down;

 

(c)  in the Wollaton area, the biggest problem from residents is of people speeding in the 20mph zones. Nottinghamshire Police have carried out 10 operations, with additional operations conducted by Response Officers with hand held devices. This intervention has received positive feedback. A local Officer has been tasked to investigate the possibility of a community speed watch. Crime in general has decreased by 20%, apart from slight increase in burglary dwellings which will be investigated further.

 

There were a number of comments and questions from the Committee:

 

(d)  the Committee offered thanks on the issue of speeding in 20mph zones. It has been very positive to see a number of speed traps on key 20mph roads, and these traps are welcomed by local residents;

 

(e)  there is an ongoing speeding issue on Grangewood Road. As it is a wide, straight road, drivers speed along it to beat the congestion. Whilst there have been speed cameras deployed in Grangewood Road, it hasn’t been in the evening when the main problem occurs. Speed traps in the evening would be more beneficial;

 

(f)  Cllr Sam Webster wished to put on record his concern that there was a lack of detail in the report. He understood that the Area Committee is now covered by 2 Police Inspectors but wanted to ensure that future reports have detailed information from both wards covered by the Area Committee;

 

(g)  the Committee noted that the Police last reported to the Committee in May, and that area committees are often the only opportunity there is to update communities across the ward areas. The Area Committee requested a briefing note to be attached to future agendas with crime statistics and figures over a period. However, information to be attached to agendas needs to be available several weeks in advance of the meeting, and at meetings with Councillor Graham Chapman, it has already been agreed that Police will prepare a briefing document to be presented at area committees, rather than in advance, so that it contains the latest relevant information;

 

(h)  as students have only just returned from summer holidays, there aren’t any detailed student crime figures available as yet. There has been one incident involving an office premises on campus being broken into, but an arrest has been made. There has also been an increase in thefts of bicycles from campus. Safeguarding of students is on ongoing part of the Police’s work;

66A  ITEMS OF GOOD NEWS

 

A number of issues were raised from the community. Some positive news from the area over recent months was offered to the Committee:

 

(a)  the first Wollaton arts festival was held in July. The event was a great success, with lots of residents, schools and organisations taking part, and it is hoped that it will improve year on year;

 

(b)  medals were presented recently to 350 children and young people who completed the Summer Reading Challenge, of reading more than 6 books. A special prize was awarded to a young man who read 70 books. The event would not have been possible without the help of local volunteers;

 

(c)  this summer saw a Good Garden Award event, and a popular and enjoyable tea party;

 

(d)  a Green Flag was awarded to Wollaton park. The award of the Green Flag was dependent on the park having a Friends Group, so it would not have been possible without them.

 

RESOLVED to note the items of good news.

 

66B  TRAINING OF COMMUNITY REPRESENTATIVES

 

Pauline Dorey, Neighbourhood Development Officer, provided details on a training event for Community Representatives. A refresh of training combined with a celebration event will be held on 15 October 2016, and all Community Representatives will be invited. The event will be a celebration of the role of Community representatives, and an opportunity to share best practice. It will include a workshop training element.

 

RESOLVED to note the training date.

 

66C  RADFORD BRIDGE ROAD ALLOTMENTS UPDATE

 

Jenny Cole, Planning Officer, updated the Committee on the Radford Bridge allotments, highlighting the following points:

 

(a)  work started on the site in March 2016, which included road and land lay out of allotments. Stop notices were served in April / May to prevent work continuing on site, surrounding non-compliance of conditions. Developers started the appeal process in June, with statements due towards the end of September. In July developers submitted details to discharge some of the conditions, relating to layout of the allotments, drainage, and location of the road;

 

(b)  discussions are ongoing regarding the appropriateness of the documentation that has been submitted, and ecology conditions have almost been agreed. The main areas of concern are the allotment provision and infrastructure, and the management plan.

 

The Committee offered questions and comments on the development, and further information was provided in response:

 

(c)  allotment renters have been strung along, and been told a move is imminent for a number of months. In the meantime, a year’s worth of gardening has been lost. There is a worry that unless the issues are resolved in early 2017, another year will be lost. There is a real onus to resolve this properly in the next 6 months;

 

(d)  the residential part of the development will happen as part of phase 3, from around the end of 2017 to the beginning of 2018. Timetables are difficult to gauge, as details have not been submitted yet;

Paul Howard, Tenancy and Estate Manager at Nottingham City Homes, updated the Committee on performance and requested funding for 2 schemes. Whilst a long-standing anti-social behaviour issue has been resolved, there has also been a seasonal increase in the number of anti-social behaviour cases, mostly relating to tenants’ gardens. Tenancy sustainment is very high in both wards.

 

RESOLVED to:

 

(1)  note the following allocation of funds:

·  Wollaton West remaining budget - £6,077.83;

·  Wollaton East and Lenton Abbey remaining budget - £38,467.37;

 

(2)  approve the following Area Capital Programme funding requests:

·  £649.50 to prevent nuisance and fly-tipping by installing a security gate, at 19 Manton Crescent, Lenton Abbey;

·  £1,600.00 to prevent trespassing and anti-social behaviour by installing 2 security gates at the side of 14 Romilay Close and 12-14 Olton Avenue.

RESOLVED to:

 

(1)  approve the following Area Capital Fund programme of LTP schemes for Wollaton East and Lenton Abbey:

·  £1,200.00 for the installation of street name plates in the Farndon Green area;

 

(2)  approve the following Area Capital Fund programme of LTP schemes for Wollaton West:

·  £9,500.00 for a residents parking scheme and junction protection in the Bramcote Lane area;

·  £10,250.00 for the provision of a vehicle activated sign facing inbound traffic on Torvill Drive;

·  £7,250.00 for parking restirctions on Glenwood Avenue and other roads as appropriate;

·  £4,900.00 towards provision of permit parking zones in St Leonards, Rectory Gardens and Parkside areas;

 

(3)  approve the following Area Capital Fund programme of Public Realm schemes for Wollaton West:

·  £15,100.00 towards provision of permit parking zones in St Leonards, Rectory Gardens and Parkside areas;

 

(4)  note the following 2016/17 Area Capital Fund allocation:

·  £66,375.00 remaining balance available for Wollaton East and Lenton Abbey;

·  £738.00 remaining balance available for Wollaton West.

Minutes:

Lylse-Anne Renwick, Neighbourhood Development Officer, presented the Wollaton West Ward Report to the Committee:

 

(a)  recently a lot of cars have been broken into, but a lot of these cases have involved keys and valuables being left in cars. There have also been occasions where children have been left in cars whilst parents go for a run;

 

(b)  there have been falling numbers at the youth cafes. New leaflets will be produced. Previously the service was only offered to 13 to 19 year olds, it will now be offered to 10 to 17 year olds to try and increase numbers;

 

(c)  there was a summer programme of activities, some were quite successful.

 

Pauline Dorey, Neighbourhood Development Officer, presented the Wollaton East and Lenton Abbey Ward Report to the Committee:

 

(d)  there was a very successful Wollaton East and Lenton Abbey Children and Young People Summer Programme, with 60 families engaged. A review meeting will shortly be held to obtain formal feedback from partners. The summer programme covered some sessions on Wollaton Park which enabled citizens from both wards to use the sessions;

 

(e)  there have been a variety of consultations across both wards. The Woodside Road parking scheme phase 2 has now finished, and consultation on phase 3 has finished; 

 

(f)  local residents are being asked to vote to support a funding bid to refurbish the Sheila Roper Centre;

 

(g)  the external wall insulation project in the ward is coming to an end. Feedback will be coming soon from a review of the scheme. It will be interesting to see local residents’ experiences;

Lylse-Anne Renwick and Pauline Dorey, Neighbourhood Development Officers, outlined the schemes from the report, drawing particular attention to how successful the Art Festival was.

 

RESOLVED to:

 

(1)  note the following actions in the Wollaton West ward, taken under delegated authority, from Councillor Jim Armstrong, Steve Battlemuch, and Georgina Culley’s budget allocations:

·  £1,000.00 for a sensory room and equipment at Fernwood Primary and Nursery school;

·  £900.00 for Wollaton West Christmas tree barriers;

·  £388.00 for Wollaton West community engagement;

·  £4,000.00 for the Wollaton West Arts Festival;

 

(2)  note the following actions in the Wollaton East and Lenton Abbey Ward, taken under delegated authority, from Councillor Sally Longford and Councillor Sam Webster’s budget allocations:

·  £395.00 for the Sutton Passeys Crescent play area and outdoor gym launch event;

·  £90.00 for Heritage Open Days;

·  £1,000.00 for the Wollaton East and Lenton Abbey ward Good Garden Award scheme (2016 and future years).
