Clifton Town Centre Update

Presentation by Prairie Bryant, Neighbourhood Development Officer

Minutes:

Prairie Bryant, Neighbourhood Development Officer, provided a short update:

(a)  the bid to the Future High Street fund for Clifton town centre was unfortunately not successful. A smaller bid has been submitted for smaller improvements to the library frontage;

(b)  work is being undertaken to improve the cleanliness of Clifton’s shopping areas, and discussions have taken place with Councillor Rebecca Langton, the Portfolio Holder for Communities. In the shorter term, the City Centre team undertook a deep clean and a week of action is planned.

20.

Local policing and community protection update

Minutes:

Police Inspector James Walker and Senior Community Protection Officer Scott Clancy provided an update on crime and policing in the two wards, highlighting the following:

(a)  year to date total crime has reduced by 5.7% compared to last year, with reductions in victim based crime, violence, robbery, burglary and vehicle offences. There has been a rise in theft of 11% which is mostly shoplifting;

(b)  Operation Sceptre took place from 16-22 September which was aimed at reducing knife crime. Knife amnesties and weapons sweeps took place and knife bins were put in manned areas. No bin was provided in Clifton as no venues were willing to host it;

(c)  a local male was arrested as part of a drugs operation in July and a large amount of Spice was seized.

Report of the Director of Community Protection

Additional documents:

Minutes:

Prairie Bryant, Neighbourhood Development Officer, introduced the report focussing on current priorities and issues facing the two wards and giving details of forthcoming events and activities, highlighting the following:

(a)  a traffic survey has been carried out in Wilford Village, and once consultation has been completed, work can begin on the agreed parking scheme;

(b)  some ‘parking buddies’ have been purchased in Clifton East to make people aware of the problems of parking around schools and change their behaviour;

(c)  a Clifton-wide litter pick took place on 29 July with over 50 people taking part, including several businesses;

(d)  a number of needles were found in bushes at Rivergreen Methodist Church,so these have been cleaned up and cut back. The area is due to be improved with car parking and a community garden. Around 400 needles were also found at Clifton Playing Fields during a clean-up operation and some at Clifton War Memorial;

(e)  a week-long drama workshop was run by Nottingham Playhouse for young people over the summer. As this was successful, the Playhouse would like to put on a free weekly drama session in Clifton;

(f)  the Youth Activity Timetable is now finalised and available.

It was noted that the ‘Working Nottingham’ section of the report is out of date and the newer information will be shared with members after the meeting.

RESOLVED to note the progress on ward priorities and other supporting information including the issues being addressed by each Neighbourhood Action Team, and upcoming opportunities for citizens to engage.

Updates and items of good news from Community Representatives

Minutes:

The following updates and information were provided by Community Representatives:

·  The Silverdale Community Association has been campaigning for improvements to the Silverdale roundabout. They have made some suggestions to Highways England and are awaiting a response.

·  A Community Garden at the back of Holy Trinity was dedicated by the bishop, as were renovations to the Benjamin Carter Memorial Hall which were part funded by the Carter Educational Trust.

·  The Minerals Local Plan proposes a site in Barton in Fabis for quarrying which falls partly in the Clifton West ward. Local residents from both Clifton Village and Barton in Fabis will be objecting to the Local Plan on the grounds of an impact on the environment and health of local residents, as well as local traffic. Lilian Greenwood MP will also be objecting. The Plan is now at publication stage and the deadline for responses to consultation is 11 October, and members are encouraged to respond.

·  There has been an increase in the number of large bags placed out next to public bins, which can no longer be classed as fly-tipping.

·  Good Companions are advertising for a new co-ordinator. The Parkgate Friendship Group has recently celebrated its first anniversary.

·  Overgrown shrubbery has been cut back in Clifton Village. Nottingham Trent University want to extend the hours on their all-weather pitches and a petition has been presented to the Council opposing this.
