Local Police and Community Protection Update Minutes: Police Inspector James Walker and Senior Community Protection Officer Scott Clancy provided an update on crime and policing in the two wards, highlighting the following:
(a)
crime is down on last year in all areas
except for shop theft. However shop theft rates are down since the
last meeting and the detection rate is high; (b)
there have been some recent robbery incidents targeting students
and delivery drivers, and arrests have been made; (c)
the police’s knife arch and
passive drugs dogs could be deployed in Clifton but would need to
be used in a suitable area. The dog was used in Clifton as part of
an operation but can only be effective for short periods of time as
a prevention measure; (d)
the number of untidy gardens has reduced in Clifton; (e) dog fouling is still an issue in the area and Community Protection is trying to engage with dog owners to reduce this. |

Minutes: Prairie Bryant, Neighbourhood Development Officer, introduced the report focussing on local priorities and issues facing the two wards and giving details of forthcoming events and activities, highlighting the following:
(a)
there are issues around Nottingham Trent
University with students parking on residential roads, and a
parking scheme is going ahead around Swansdown Road and
Rivergreen. A meeting was recently held
to begin to discuss longer term solutions; (b)
a traffic survey has been carried out to assess the extent of
parking problems in Wilford Village,
and a scheme has been proposed which is currently out for
consultation; (c)
Clifton has an excellent network of Clean Champions working with
businesses and residents. Regular litter picks are taking place and
several businesses have agreed to litter pick the areas around
them; (d)
dog fouling continues to be an issue in
the area. Dog fouling operations have taken place and social media
is used to make the public aware that enforcement action can be
taken against those that allow dogs to foul and don’t clean
it up; (e) the Nottingham Playhouse Shine Project will begin an 8 week drama school in January at Highbank Community Centre on Friday afternoons.
RESOLVED to note the progress on Ward priorities and other supporting information including the issues being addressed by each Neighbourhood Action Team, and upcoming opportunities for citizens to engage. |

Local Plan Part 2: Land and Planning Policies Document – Adoption PDF 311 KB Report of the Director of Planning and Regeneration and the Corporate Director for Development and Growth Additional documents: Minutes: Paul Tansey, Policy and Research Team,
introduced the report around the principal policies and proposals
of the Land and Planning Policies Document (LAPP) which have a
bearing on the local area as these will form part of the statutory
planning framework for Nottingham, highlighting the
following: (a)
the document has been through a series of informal and three formal
rounds of consultation, which included all area Committees, and a
public examination, conducted by a Government appointed independent
Planning Inspector held in late 2018; (b)
any developments of 15 or more homes should be 20% affordable
homes, where viable, with a strong presumption in favour of family
homes; (c) there are five site allocations in Clifton, 3 in Clifton West and 2 in Clifton East: · Rear of 107-127 Ruddington Lane: Residential (predominantly family housing). Currently Under Construction; · The Spinney off Sturgeon Avenue: Residential (specialist elderly housing and/or family housing. No formal proposal but some developer interest for a housing scheme; · Clifton West: Residential (predominantly family housing). Currently awaiting completion of S106 and then then outline planning permission will be released; · Clifton Triangle site off Green Lane: Retail to support the role of the existing District Centre and residential. Currently retail complete, residential under construction / not complete; · Former Fairham Comprehensive School off Farnborough Road : Residential development (predominantly family housing) and community uses with scope for employment. Currently awaiting removal from the Green Belt before progressing. The following points were raised during the
discussion which followed: (d)
there is a need for more smaller homes for the elderly and disabled
so that larger homes can be released for families; (e)
there are concerns around access to the Clifton West site through
Hawksley Gardens as traffic is already heavy in that area. It would
better if this development were to have two access
points; (f)
there has been three formal rounds of consultation on the LAPP,
including previous discussions at this Committee and letters
written out to citizens within the
immediate area; (g)
the Spinney proposal would stop any possibility of widening slip
roads off Silverdale Roundabout. It would be better if a way leave
were left for the possibility of this in future; (h)
affordable housing needs to be affordable to local residents of
Clifton; (i)
the former Fairham School site includes the Summerwood Daycare
Centre. The Local Plan development principles for Fairham College
include community uses amongst a range of acceptable uses for the
site. This may allow for the retention of the Summerwood Day
Centre on the site, or an alternative community use if one is
required. At the present time the future of the day centre is
not known, however consideration to the appropriate mix of uses for
the site will form part of its disposal for development and the
planning process at that time; (j) a number of students live in Clifton, although fewer than other parts of the city. These do not pay council tax but do spend money at local businesses. RESOLVED to note the ... view the full minutes text for item 33. |

Clifton Developments update Minutes: Mark Armstrong, Neighbourhood Investment Specialist, provided the following updates:
(a)
the Clifton Triangle development has
been very popular. There are two remaining units available on the
site and one would be suitable for a coffee shop. Clifton has by
far the best occupancy rate in the city for retail units; (b)
the Fairham
Pastures development of 3000 houses and additional employment
sites, which falls in the Rushcliffe area, is ongoing with
discussions around access, drainage and electricity supply. The
City Council is pushing for more affordable homes on the
site; (c)
there will be an information-sharing
exhibition on the Fairham Pastures
development on 24 January at Clifton Community Centre. Residents
are encouraged to attend and share views on road access and
integrated public transport; Committee members stressed that the impacts of the Fairham Pastures development on Crusader Island and the wider road network must be highlighted and mitigated where possible. |

sprinkler installation at Southchurch
Court is near completion with communal areas to be finished and 5
properties where access has not been gained; (b)
kitchen and bathroom replacements
continue with positive feedback from customers. Roof replacements
across the city are ongoing with work completed to a high
standard; (c) Dell Way Community Garden and Lakehead House landscaping works are now complete. A ramp for residents of Chisbury Green has now been completed to provide easy access to bungalows.

Updates and items of Good News from Community Representatives Minutes: The following updates were provided: (a)
the Christmas lights event was very successful. All online feedback
has been positive with over 600 likes; (b)
Good Companions had their annual Christmas party with 90 local
residents and the Sherriff of Nottingham. 25 local businesses
donated raffle prizes; (c)
there have been problems with students from Nottingham Trent
University parking in Clifton Village and the lighting on the
university sports pitches being on too late, and discussions are
ongoing; (d) work has begun on the Old Rectory at Clifton Village, and there is additional security on the site.
