Issues raised by Community Representatives

Minutes:

In her absence, Rebecca Beinart, Primary, requested that the Committee was notified that Primary was reopening with a Making Place exhibition.  This long term community programme looks at how the community learns from the city, how public space is used, with a focus on Radford and Lenton.  The exhibition will be on from 18 September-12 December 2020.

 

In her absence, Maxine Davis, Hyson Green Youth Club, requested that the following developments were noted:

·  Concerns about rough sleepers outside the Youth Club and the impact of that on young people.

·  The Youth Club has partially reopened to tenant groups and some regular user groups and it is anticipated that the Council will be resuming its Thursday evening open access youth session in the coming weeks.  Opening hours have been reduced to help sustainability.

·  The Youth Club is delivering a detached youth work project funded by the Youth Endowment Fund.  There will be two detached youth workers employed for 21 hours per week each, engaging with and supporting 10-16 year olds in the area.  It would be helpful if Committee members could make the Club aware of any areas locally where young people are on the streets.  The project will run until July 2021 to give time for youth workers to build up positive relationships with young people.

·  The Youth Club is looking to start daytime sessions to address loneliness, isolation, access to exercise and to increase digital access for local people.  Local groups and residents will be contacted about their needs.

 

In her absence, Carole Laverick, Arboretum Tenants and Residents Association, requested the following concerns were noted:

·  Risks of Covid-19 spread with the return of university students to the area.

·  Proliferation of houses of multiple occupation and the consequences of that, including a build-up of rubbish over the summer.  Residents were told that they had to pay for rat clearance.

·  Road barriers put up the day after leaflets were delivered and without consultation.

 

The Committee discussed these concerns and the following points were made:

 

a)  Cleanliness and rubbish is an issue that is taken seriously and it is recognised that in Radford and the Arboretum levels of cleanliness in some areas are not as good as desired and require more attention.  There is a risk that the return of students to the area could make the issue worse.  Councillors in the Arboretum area are meeting with officers from the Cleansing Team to see what can be done.  The Neighbourhood Action Team for Radford is also looking at cleanliness issues, including commercial waste issues on areas such as Alfreton Road.  It was suggested that part of the issue may be related to the closure of recycling centres over the summer and since then deep cleans have been taking place.

 

b)  Councillors are aware of concerns around parties and gatherings by students and associated risks to the spread of Covid-19. The Council and Councillors are liaising with the universities and Nottinghamshire Police to try and prevent such incidents.  It was noted that following a party in Lenton, a £10,000 fine was issued by the Police.

 

c)  The barriers are part of traffic management schemes to encourage walking and cycling.  They are temporary barriers in place as part of a trial and extensive consultation will take place at the end of the trial in relation to their permanent placement.  A meeting with the relevant Portfolio Holder to discuss it is scheduled for the following week and further information can be shared following that meeting. 

 

d)  t would be helpful to discuss how risks of spreading Covid-19 following the return of students are being managed at a future meeting.
