The item could not be included on the 28 Day Notice because we have just received confirmation of government grant and the funding is linked to service delivery that needs to commence on 01 April 2020. This requires contracts to be in place well in advance so recruitment processes can begin and be completed in time for the service start date. The amount of the grant is £1,392,813.00. We are required to spend it in accordance with a programme determined by government. Therefore, there is no flexibility and as such, no discussion about its use is required.
